MARINE CORPS SYSTEMS COMMAND Request for Information M67854-20-I-4840 THIS IS A REQUEST FOR INFORMATION ONLY. The government is seeking Industry’s input into this requirement in order to assess market potential. This Request for Information (RFI) is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the Government is not seeking proposals and will not accept unsolicited proposals. Vendors are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this request will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it is anticipated it will be synopsized on the betaSAM website, https://beta.sam.gov/. It is the responsibility of the potential offerors to monitor the site for additional information pertaining to this requirement. Scope The purpose of this RFI is to conduct market research and determine the availability and technical capability of sources to potentially provide services as described in the attached Draft Total Force Information Technology Systems (TFITS) Total Consolidated System Integretor (TCSI) Performance Work Statement (PWS), which is subject to change. 2.0 Contract/Program Background Total Force Information Technology Systems (TFITS) Total Consolidated System Integretor (TCSI) Contract Number: M67854-14-D-4802 Contract Type: Indefinite Delivery/ Indefinite Quantity (ID/IQ) Contractor: SAIC Method of Previous Acquisition: Full and Open Competition 3.0 Responses The Government requests responses include only the following information: Vendor name, mailing address, phone number, and e-mail of designated Point(s) of Contact (POC). Business Commercial and Government Entity (CAGE) Code and DUNS# Provide no more than three (3) contract references for like type work performed (Agency, Contract Number, Contract Value, Period of Performance), what type of contract strategy was used (Firm Fixed Price or Cost Reimbursable) and their relevance by describing how the reference correlates with the services requested in the Draft Total Force Information Technology Systems (TFITS) Total Consolidated System Integretor (TCSI) Performance Work Statement (PWS). Provide name, phone number, and e-mail of Government POC for the effort. Explain how the work is similar to this requirement. Discuss how many subcontractors were involved and your methodology for managing multiple contractors or team members. The specific technical skills the company possesses which ensure capability to perform the requirements. Vendor’s business type (other than small (large), small business, 8(a) participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns eligible under the WOSB Program;) in relation to North American Industry Classification System (NAICS) 541519 (Other Computer Related Services). If it is determined this requirement is appropriate for a small business set-aside, FAR clause 52.219-14 requires that at least 50% of the work be completed by the prime contractor. The Government is considering the 541519 (Other Computer Related Services). Specify the North American Industry Classification System (NAICS) code your company would use if different. Specify what types of labor categories you anticipate for completion of Draft Total Force Information Technology Systems (TFITS) Total Consolidated System Integretor (TCSI) requirements depicted in the draft PWS. Interested parties are requested to respond to this RFI no later than 10 July 2020, 11:00 AM EST. Responses shall be limited to 10 pages, not including cover sheet and table of contents. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the items discussed; and release of this RFI should not be construed as such; or as a commitment and/or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. AMENDED RFI - QUESTIONS/ANSWERS (7 July 2020): 1. The Assessment Response Worksheet outlining the requirements for the response allocates sections for each past performance citation and includes two questions that don’t seem applicable to each specific citation: The specific technical skills the company possesses which ensure capability to perform the requirements Specify what types of labor categories you anticipate for completion of Draft Total Force Information Technology Systems (TFITS) Total Consolidated System integrator (TCSI) requirements depicted in the draft PWS Can the government confirm that this information is required for each citation or just as a part of the overall response? Government Response: These two statements are for the overall response for the draft PWS. (Note: These questions have been revised on the assessment worksheet; they were not intended for the vendor to address for each related job) 2. Are respondents required to follow the Assessment Response Worksheet format? Government Response: No, the Assessment Response Worksheet format is not required. 3. Would the government kindly consider a deadline extension to July 15th? Government Response: There will be no extension granted at this time. 4. The ordering period for this IDIQ contract begins at the date of award, and will conclude on 1200 31 December 2021.” If this sentence is correct, can you share why such a such short period of performance is expected? Government Response: The Government reserves the right to make changes to its requirement as necessary. The period of performance may or may not change.
