NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes, and does not constitute an invitation for bids, a Request for Proposal (RFP), a solicitation, a request for quotes, or an indication the Government will contract for the items contained in this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses. Direct any and all inquiries to the point of contact via e-mail. 2. Background and Description. The Program Executive Officer Land Systems (PEO LS), Program Manager, Light Tactical Vehicles (PM LTV) is looking for interested parties to address the Marine Corps need for a commercial-off-the-shelf (COTS), modular, off-road utility vehicle that can be quickly configured to support casualty evacuation (CASEVAC), command and control, and electronic warfare missions, and provide logistics support for infantry units, can carry crew served weapons, and is internally transportable within MV-22 and CH-53E/K aircraft. This RFI seeks to gather information on commercially available, internally transportable vehicles that will meet a technology readiness level (TRL) of 8 by Fiscal Year 21 (FY21) in order to support a potential full rate production decision. 3. Objectives. a. RFI. This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP. The Marine Corps is seeking information on candidate systems that are currently available to support a potential acquisition under the non-developmental ULTV program and to assess industry's ability to provide a materiel solution within an accelerated acquisition schedule at an affordable cost. The Marine Corps wants to determine the technical and manufacturing maturity of candidate systems that provide capabilities desired for the ULTV as described in paragraph 4. b. Industry Day. PM LTV, PEO LS, will host a two-day industry day to present information regarding the potential ULTV acquisition. This event is intended to provide information relating to the Government's goals for the acquisition as well as solicit feedback from industry regarding the acquisition. Industry day details are provided in paragraph 5. 4. RFI: a. Proprietary Information. Submission of proprietary data in response to this RFI is discouraged, however, it will be accepted. PM LTV acknowledges its obligation under the Trade Secrets Act (18 U.S.C. §1905) to protect confidential information provided to the Government. Pursuant to this statute, PM LTV is willing to protect trade secrets and observe valid proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • All data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to what data is considered proprietary. • Mark only portions of data that is truly proprietary. • Do not mark data that is already in the public domain or is already in possession of PM LTV, other U.S. Government activities, or third parties on an unprotected basis. Do not submit any classified data in response to this market survey. • All proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal email as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." • Access to any proprietary data will be restricted to government personnel assigned to PM LTV and PEO Land Systems. • The Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. b. Disclaimer. This RFI is unrestricted. It is an inquiry intended to measure the capability of commercial products, development needs, and level of industry interest. Responses to this RFI may affect the Government's decision to issue any contracts or other transaction agreements for full and open competition. This is not a pre-solicitation notice or request for proposal (RFP), nor will any contracts or agreements be awarded from this announcement. Information provided regarding the potential contracts or agreements, as presented in this RFI, is subject to change. Additionally, this inquiry does not bind the Government to solicit for, or award any contracts or agreements. Participation in this RFI from a potential offeror is strictly voluntary; no reimbursements will be made to any vendor for costs associated with participation. Data submitted to the Government will not be returned, but will remain archived as part of historic records. Participation in this RFI, while important to Marine Corps acquisition planners, is neither mandatory nor is it a requisite for future participation by the potential offeror in forthcoming government solicitations. c. Responses. • Response Format: Electronic responses are required. It is requested that electronic responses be provided in any of the following formats: Microsoft Word 2013 or earlier, Microsoft Excel 2013 or earlier, Microsoft PowerPoint 2013 or earlier or Adobe Acrobat. Zip files are not acceptable. Emails are limited to 10Mb in size; emails in excess of 10Mb must be broken into smaller submissions. The subject line must read "(Company Name) response to Ultra-Light Tactical Vehicle RFI." • Note: Be sure to number your responses in accordance with our numbering system so each answer corresponds to the correct question. Also, spell out acronyms in their first instance and clearly mark any proprietary information per the guidance of paragraphs above. Respondents to this questionnaire may be contacted directly in the future for additional comments and information as potential requirements develop. d. Questionnaire. Potential Offerors should take the time to respond to the questionnaire below and provide a response to the attached requirements survey. The requirements survey is intended to inform the Government on the capabilities of currently available products, if your solution does not meet every requirement of the requirements survey, please do not hesitate to respond if your product meets some of the requirements. Your response must address each requirement from the requirements survey separately with a corresponding response using our spreadsheet (requirements survey) or by referencing the requirements number. Information gathered through this requirements survey is intended to help inform requirements. Please do not submit proposals at this time. The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. Describe the ability of the 5th percentile female to 95th percentile male to reach all driver controls. b. Describe the forward ground intercept of driver and assistant driver positions (with safety restraint) for 5th percentile female and 95th percentile male. c. Describe the safety restraint at each seated position and identify whether it accommodates the 5th percentile female to 95th percentile male. d. Describe the primary and secondary means of egress and ability of the 95th percentile male to use each method. e. Describe the location of any hand holds for seat positions and ingress/egress. 5) Identify a vehicle solution with high reliability and short and easy repair and maintenance times. Provide the following information: a. Preventative maintenance checks and services time b. Identification of repairable line replaceable units (LRUs) c. Maintenance time of repairable LRUs (man-hours & # of personnel) d. Maintenance level of LRUs (operator, field, depot) of repairs 6) Describe your projected and demonstrated reliability and maintainability parameters and what methodologies were used in the calculations. Provide the following information: a. Mean time between failure (MTBF) for repairable LRUs b. Mean time to repair (MTTR) for repairable LRUs c. Vehicle mean time to repair d. Vehicle mean miles between hardware mission failure. Provide the mission profile over which the projected or demonstrated values are based. 7) To support the supply concept of provisioning and cataloging combat dead-lining and mission essential parts for inclusion into the federal supply system please respond to the following: a. Provide a list of combat dead-lining and mission essential parts b. Describe how you identify, capture and control engineering data necessary to support provisioning and provisioning data. c. Describe how you would propose the cost for combat dead-lining and mission essential Engineering data for provisioning (EDFP) drawings. 8) Describe how you would utilize additive manufacturing in support of Marine Corps Installations & Logistics (I&L's) additive manufacturing initiative (Department of the Navy (DON) Additive Manufacturing (AM) Implementation Plan) by responding to the following: a. Describe your experience with, and the process used, to develop candidate parts for additive manufacturing. b. Describe your additive manufacturing TDP. c. Provide list of additive manufacturing candidate parts for your vehicle. d. Describe how you would propose a pay-for-print royalty fee structure. e. If we use additive manufacturing and the TDP you provided, will you honor the warranty? 9) Describe how your technical manuals support the use of interactive electronic technical manuals for operator, operator maintenance, and maintainer technical manuals by responding to the following: a. Describe the format (i.e. doc, docx, pdf, xml, sgml) and language your operator (driver or owner's manual), operator maintenance, and maintainer technical manuals are currently available in b. Identify the standard that the manuals are produced to and the browsers that are currently in use. c. Describe your process for updating your manuals and how you post notifications of updates. d. Describe how you would propose the cost for the operator, operator maintenance, and maintainer interactive electronic technical manuals. 10) Describe how your courseware products comply with the Marine Corps Training & Education Command (TECOM) courseware products format for conducting both driver and maintenance training by responding to the following: a. Describe your training departments' capabilities, qualifications and process for designing, developing, and conducting driver and maintainer training, including the documentation required to support a program of instruction. b. Identify any existing courseware products currently in use for the US Department of Defense or foreign defense organizations. c. Describe the format (i.e. doc, docx, pdf, xml, sgml) and language your training materials are currently available in. d. Describe how you would propose the cost for driver and maintainer training products. e. Describe if your driving instructors are recreational off-highway vehicle association (ROHVA) training certified. 11) Describe how your system utilizes the Marine Corps general mechanics tool kit (GMTK), TAMCN C79152B, for maintenance tasks by responding to the following: a. Describe any special tools and software for conducting vehicle maintenance tasks. b. Describe if any tools are needed outside of the GMTK but still within Marine Corps common toolsets (i.e. Common 22 etc.) for conducting vehicle maintenance tasks. c. Describe how you propose the cost for special tools and software for conducting vehicle maintenance tasks. 12) Identify spare parts required to maintain the vehicle for 120 days by responding to the following: a. Describe recommended buy list to maintain the vehicle for 120 days. b. Describe service intervals to maintain the vehicle for 120 days. c. Describe any long lead (greater than 120 days) repair parts required to maintain the vehicle. d. Describe how you would propose the cost for repair parts and long lead items. 13) Identify accessories in addition to the base vehicle configuration that support mission kits for the CASEVAC, logistics, command and control, electronic warfare missions, and crew served weapons by responding to the following: a. Describe what additional accessories you have to support each of the above missions. b. Describe how you would propose the cost for additional accessories that support the above missions. c. Identify if installation is included in the additional accessories cost. 14) Identify vehicle's currently operated within military environments by responding to the following: a. Describe which military services, law enforcement, first responders, or other organizations are currently using your vehicle. b. Describe what functions / missions your vehicles are being used for. 15) Identify vehicle material or components that are identified in NAS-411-1 by responding to the following: a. If your system contains HAZMAT as identified in the NAS-411-1 identify and describe their usage in the system. b. Describe each identified HAZMAT by their associated Chemical Abstract Number (CAS) within the Prohibited, Restricted, and Tracked categories. 16) Identify vehicle software and software functionality within the vehicle or sub-system by responding to the following: a. Describe who owns the rights and who developed the software b. Describe any software testing or Independent Verification and Validation for each piece of software on the vehicle. 17) Identify a vehicle solution with a warranty by responding to the following: a. Describe your vehicle warranty and if there is an extended vehicle warranty available. b. Describe how you would propose the cost for an extended vehicle warranty. c. Describe how a vehicle warranty would be tracked and managed and how the return merchandise authorization process is conducted. 18) Identify a base vehicle with a 5-year lifecycle at $50k or less in FY19$ by responding to the following: a. Describe the price on a rough order of magnitude (ROM) basis per base vehicle and any available step ladder quantity pricing. b. Describe any accessories included in the price for the base vehicle configuration. c. If you cannot meet the requirement, describe how your vehicle solution is more economically advantageous. d. Identify if shipping is included in the cost for the base vehicle. 19) Identify the associated cost for the Government to license the design technical data package (TDP) for your vehicle by responding to the following: a. Identify the cost of the EDFP drawings IAW DI-SESS-81874 to support requirement 4.e.7. EDFP drawings shall contain form, fit and function data. The Government shall have unlimited rights to EDFP data IAW DFARS 227.7103-5(a)(4). b. Identify the cost of the TDP to support requirement 4.e.8. Additive manufacturing TDP shall be provided with "Government Purpose Rights" or "Limited Rights." The additive manufacturing TDP should be at the production level drawing package 20) Describe how you would deliver 144 vehicles 90 days after contract award and an additional 104 vehicles 90 days after contract award one year later by responding to the following: a. Describe your production lead time. b. Identify any long lead items that affect vehicle production that would inhibit you from meeting delivery 90 days after contract award. c. Describe your production monthly capacity. d. Describe your production ramp-up capability. 5. Industry Day: a. Purpose/Description. The Government's intent is to host an Industry Day to encourage Government/Industry exchanges of information to improve understanding of Government requirements and increase efficiency in future proposal preparations; thereby, enhancing the Government's ability to obtain quality supplies and services at a reasonable and affordable cost. The two-day industry day hosted by PM LTV is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the ULTV requirements. The Government will not reimburse participants for any expenses associated with their participation in this industry day. • On Day 1, PM LTV will be hosting and presenting information relative to the ULTV potential acquisition. The event is intended to provide information relating to the Government's goals for the acquisition as well as solicit feedback from industry regarding the acquisition. • On Day 2, registered vendors will have the opportunity to participate in a static display of their vehicle(s) at the PEO LS Transportation, Demonstration Support Area (TDSA) aboard Marine Corps Base Quantico, VA. Additionally, registered vendors will also have the opportunity to demonstrate their vehicle's capabilities on the TDSA Severe Off-Road Track (SORT), which includes several obstacles designed to demonstrate vehicle capabilities on rugged cross country type terrain, which may be encountered in a military environment. The SORT features hills with steep inclines, a staggered rock climb, log crawl and other terrain features. b. Instructions. • CONFERENCE INFORMATION: Attendance to this Industry Day is recommended for all vendors interested in the potential ULTV program. Due to space limitations, interested parties are requested to limit their attendance to no more than three representatives per company. The Industry Day will be UNCLASSIFIED with information that may become ITAR restricted, and, therefore, attendance is limited to U.S. citizens and representatives of U.S. companies. (Note: U.S. citizens who represent foreign interests assume a foreign national status and will not be admitted). Pre-registration is required NO LATER THAN 5:00 PM ET on 10 December 2018. Check-in for the Industry Day begins at 6:30am on 8 January 2018, followed by presentations beginning at 8:00am. Please provide appropriate identification when you arrive. The Government will provide a 60 to 90-minute briefing to open the event, with general questions and answers followed by an opportunity for your company representatives to meet in private one-on-one discussions with the acquisition team leads. The one-on-one sessions will be time constricted to 20 minutes. The room reserved for private discussions will have projection equipment. Industry day participants will have the opportunity to ask questions during one-on-one sessions. The Industry Day does not constitute a formal solicitation for proposals or proposal abstracts. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Attendance at the Industry Day is voluntary and is not required to propose to subsequent solicitations (if any) on this topic.
