Title: Sole Source - Modi II/MFEW Modification to Extend Contract Solicitation Number: M67854-14-D-2521/M67854-20-F-2016 Notice Type: Pre-Solicitation Synopsis Synopsis: The Marine Corps Systems Command intends to procure on a sole source basis from Sierra Nevada Corporation (SNC), 444 Salamon Circle, Sparks, NV 89434-9651 Electronic Warfare System (EWS) test article units, developmental components, and limited production units. The procurement will also include supporting engineering and technical services. SNC is the original equipment manufacturer of the existing Government unique military systems, products and services required for this procurement. A redacted Justification and Approval for use of other than full and open competition will be posted on the beta.SAM.gov website no later than 14 days after contract action award in accordance with FAR 6.305 (a). This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source, SNC. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible and interested parties may submit a proposal which identifies their interest and capabilities. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received. Phone call responses to this announcement will not be accepted. This requirement will be awarded in accordance with the authority of 10 USC § 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” Prior to being considered for this sole source contract, SNC was competitively selected as an awardee on a multi-award indefinite delivery, indefinite quantity (IDIQ) contract. SNC was later competitively selected as the exclusive awardee for subsequent delivery and task order awards placed against the IDIQ base contract. This planned procurement seeks to extend the existing base IDIQ contract and increase its value to allow for additional planned products and services.
