This is a synopsis of pre-solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The NAICS code is 336111 - Automobile Manufacturing. The Government anticipates awarding Firm Fixed Price Purchase Order to the responsible offeror whose quote provides the best value to the government. The Government reserves the right to award to one or more companies deemed the most advantageous for the Government. Manufacturers in the United States, Canada, Australia, or United Kingdom (UK) capable of producing right-hand-drive buses compliant with Japanese road laws, safety and emission standards, should identify their capability by contacting the POC identified herein immediately. Where a cost savings may be realized, such vehicles may be delivered to a Defense Logistics Agency consolidation point in CONUS (Tracy, CA), for further transportation at government expense, in lieu of direct delivery to Japan. Provided no U.S., Canadian, Australian, or UK bus manufacturers are identified prior to release of the solicitation, the Government will seek a waiver to DFARS 225.7004 in accordance with DFARS 225.7008(a)(2) and set-aside award for local (Japanese) vendors only. Anticipated item is as follow: CLIN 0001 -- Sedan, Compact, 4-door, 5 passenger, right hand drive for operation in Japan Delivery -- Okinawa, Japan QTY: 5 Interested offerors can view and/or download the solicitation from beta.SAM.gov at https://beta.sam.gov/ when it becomes available. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05 and Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice 20190926. Unless otherwise indicated in the solicitation, this is an Internet-only solicitation. Hard copies of the solicitation will not be provided. It is the offeror’s responsibility to check the websites daily for any amendments to this solicitation. Offerors must be registered with the beta System for Award Management (beta.SAM) in order to receive a Government contract award. To register, the beta.SAM Internet address is: https//beta.sam.gov/. Offerors must have an active registration in beta.SAM prior to the closing date of the solicitation and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible. The information being requested does not constitute a Request for Quote/Proposal or a commitment on the part of the Government to award a Contract or to pay for any costs incurred as a result in replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose.
