Only one (1) source is available with route starting at Ie-Shima and terminating at Motobu-port, located in Okinawa, Japan. There are no other ferry providers available to solicit additional offerors.

This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-21-Q-0011 (Ferry Transportation Services from/to Ie-Shima and Motobu Peninsula Port, Okinawa Japan) will be issued as a Request for Quotation on or after 24 Feb 2021. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 and DFARS Publication Notice 20210115. DPAS Rating is DO-S10. The North American Industrial Classification System codes are 483112. This procurement constitutes Item 0001 (0001AA ~ 0001AB). The Government intend to make single award to “Ie-Village” located in Okinawa, Japan, as a sole source requirement pursuant to FAR 6.302-1. Ie Village, Maritime Section is currently the only one providing ferry transport services from Motobu-port to Ie-Island See attached J and A. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Quotation), when it is released it will be available electronically at the following web sites https://asia.neco.navy.mil/ under solicitation M67400-21-Q-0011.
