This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is an OCONUS requirement: FAR 19.000(b) applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20200605. THIS NOTICE CONSTITUTES THE ONLY SOLICITATION. Basis for Award. The Government will award to the responsible offeror(s), with satisfactory past performance, who provides the lowest price quote conforming to the solicitation and the specifications identified. Solicitations for supplies valued less than $1 million will use the past performance evaluation procedures outlined in DFARS 213.106-2 and described in clause 252.213-7000, incorporated herein. Price evaluation will typically be conducted through price competition, as authorized in FAR 15.4. The offeror’s quoted shipping costs, if any, will be included in the price evaluation. *ONLY OPEN MARKET PRICING WILL BE CONSIDERED* Addendum to 52.212-1 Instructions to Offerors. 1. Multiple Awards: The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than these specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer. 2. Information sufficient for technical evaluation. Include, at a minimum: Descriptive Literature --- The Offeror shall submit “Descriptive Literature, as a part of offer which is required to establish, for the purpose of evaluation and award, details of the product offered that are specified elsewhere in the solicitation and pertain to significant elements such as Design, Materials, Components, Performance characteristics; and, Method of manufacture, assembly, construction, or operation. The Descriptive Literature should also include information describing the Offeror’s relevant warranty services. 3. Offerors shall completely fill out the attached coversheet and return it along with your quote. Quotes submitted without the required coversheet will not be evaluated nor considered for award. 4. Offerors shall submit their response to this Solicitation no later than 16 September 2020 at 10:00 A.M. (Japan Time) and all questions shall be addressed by 30 Aug 2020 at 10:00 A.M. (Japan Time) via email to harold.teague@usmc.mil.
