Questions And Answers Q- Could you advise whether the requirement is for a subscription to a service that monitors media, or if it is for people with a specific skill sets - such as translation - to monitor media? A- It is for a subscription to a service that monitors media, but we are requiring that the service provide customer support in the event it is needed for any issue, such as providing a translation. Q- Has the media monitoring subscription been performed in the past or is performed currently? A- The media monitoring subscription has not been performed in the past nor is it currently being performed. Q- Is there a budget that the Government would like to make vendors aware of for this project? A- No. Q- Is there any need to analyze / monitor / have access to news or content which was published prior tothe start of this contract? A- Yes, in oreder to research topics we were not able to access without a media monitoring service. This information would allow us to provide a baseline for ongoing reserach. An estimated 2 years prior to the start of the contract would be ideal. Q- Does the Government require a Mobile App? A- No. Q- Regarding the 10 users discussed on page one, do all users require concurrent access to the platform? A- Yes. -Shall track hyper-local, local, regional, national and international media events across various media platforms, including print, broadcast, web bassed, and social media. Q- Will there be a need to track content using Japanese and Chinese characters such as Hiragana, Kanji, Mndrin etc. A- Yes. Q- Will there be a need for translation capabilities built into the platform? A- Yes. - Shall provide a one year/twelve month subscription with at least 10 usernames and passwords, which will be able to be simultaneously logged in from various locations throughout the globe, 24 hours a day, 7 days a weeek. Outages shall be compensated be the vendor. Q- Please note that as a standard Software-as-a-Service provider, there are planned maintenance and downtimes in order to continuously improve and enhance the platform. We provide a Service Level Agreement (SLA) with guaranteed uptimes measured monthly, will this be acceptable? A- Yes, as long as the service provider can provide resonable notice. Q- On page 2, the requirements state access to "applicable social media platforms such as Facebooke, Twitter, Snapchat, Chinese based Sina Weibo and WeChat." Snapchat does not allow any vendor to track organic content in this manner. Is the Government willing to remove the requirement to monitor Snapchat, as this is an impossible requirement to meet according to Snapchat's 3rd party terms? A- Yes. Q- Shall provide customer support during our working hours in the Pacific Region. In addition to support during working hours in the Pacific Region, does the Government require that the support team have a fluent understanding of Japanese? A- If customer support is limited to technical problems with the software, then no. If customer support extends to translation services, then yes. Q- Will you require customer support to be local in Japan? A- We prefer that the provider is local to Japan, or the Pacific Region, to avoid potential conflicts with time zones. The alternative would be that the provider have 24 hours customer service to ensure customer service at any given time. - Shall have broadcast news clips from Designated Market Areas (DMAs) network and their local affiliates, independent stations, major cable stations, online news and radio networks shall be available to download, save and have a unique link to content at a period of no more than one (1) hour after being aired and or published." Q- What DMA's is the Government interested in tracking broadcast media for? A- DMA within the Pacific Region, to include but not limited to, Japan, China, Philippines, North Korea, South Korea, Russia, Australia, India, and Indonesia. Q- Will there be aneed to distribute select pieces of news content to additional staff outside of the 10 users required? A- Yes. For this, we require that the software allow us to print articles individually and compile multiple articles to create an overall report for analytical purposes.
