This change in the microwave system will improve reliability and functionality. OP Round Elimination Cutover Statement of work 1.0 Background The communication system that enables Service Level Training Exercises (SLTE) aboard the Marine Corps Air Ground Training Center (MCAGCC) is faulty and require repair. The repairs will consist of a modification and improvement of the microwave backhaul system at MCAGCC in Twentynine Palms, CA. Specifically, to re-route the microwave system and install links so that the site at Observation Point (OP) Round can be completely avoided, thus repairing the system. This change in the microwave system will improve reliability and functionality. Additionally, the elimination of this remote microwave repeater site will reduce the cost of maintenance of the system. The equipment described here has already been purchased and is on-site in Twentynine Palms. 1.1 Scope Period of Performance (PoP): September 5, 2023 – October 5, 2023 The microwave backhaul loop at Twentynine Palms has been subject to a series of issues that interfere with its operation. Over time, troubleshooting has been performed and resulted in the repair or replacement of several components. However, one piece has not been specifically addressed, and that is the active repeater at OP Round. This is a 3rd party, active repeater relay site that sits between the Argos and Noble Pass sites. The site at OP Round is not a communications point for the LMR system. The Offeror shall analyze whether it is feasible to eliminate the OP Round site from the network. This modification would simplify the microwave system by reducing the overall equipment and therefore the maintenance and reliability of the primary network. This will result in a more reliable system that utilizes only actual microwave end-to-end equipment rather than a repeater relay that sits in-between endpoints. Additionally, removing OP Round from the microwave system eliminates a source of issues that cause errors in the data on the links. Additionally, it eliminates a remote site that is difficult and expensive to maintain. The new microwave topology is shown below. (Note that since this drawing was done, Rogers and Rodman Alt were renamed to Galway and Mine AKA Bessemer.) 2.0 General Requirements. All deliverables shall be submitted to the Contracting Officer’s Representative (COR) and the COR is responsible for tracking and acceptance. The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence. 2.1 Specific Requirements. The backhaul network for MCAGCC will use existing radios at Argos to new radios at Crampton and reuse the existing antenna for diversity and a new antenna as the main antenna. Noble Pass will use new radios to Crampton and reuse current antenna. New Eclipse INUe, 7GHz ODUv1 radios, and a new antenna will be installed at Crampton. Each RF link operates with indoor Eclipse INUe+ Outdoor ODU600v1 radios. Argos to Crampton will use Monitored Hot StandBy (MHSB)/ Space Diversity (SD) (two antennas on each end of the hop) and Crampton to Noble Pass will use MHSB for RF protection to meet reliability targets. The channel bandwidth of new links will be 30MHz with 128QAM modulation and will support 154Mbps throughput. Existing HVLP4-7W antennas at Argos and Noble Pass will be re-mounted for new centerlines. The new Argos to Crampton to Noble Pass hops will have to be reconfigured for the DAC GE3 Ethernet card OAM/ERP programing at each site to account for the new MW ring design. Two new sets of ODUv1 will also be provided to update the High/Low setup between Noble Pass, American Mine, Crampton and Bearmat Hill to limit the outage time for hops shown in red in the system layout. The ODU600 radios will be mounted directly to the antenna system using either a coupler for the MHSB solution or as pictured below, directly mounted to the antenna. CNT 400 Coax cables will be installed between the ODU600 and the INUe installed in the base shelter. 2.1.1.2 RAC 60E Required for interoperability with existing equipment. This radio access card delivers the latest technology for modems to Gigabit Ethernet transport. • Packet Plane for nodal networking • GigE port for direct front-panel connection to DAC GE switch • Channel bandwidths 5 to 50 MHz ANSI • Cards can be paired to provide fully redundant 1+1 hot-standby and diversity operation • Offers QPSK to 256 QAM (with/without ACM) 2.1.1.3 DAC GE3 Required for interoperability with existing equipment. The DAC GEv3 provides a Gigabit Ethernet interface and advanced packet processing for the Eclipse platform. It includes a 5 Gbit/s Packet Plane that inter-operates with INUe backplane to provide unmatched flexibility to support hybrid mixed mode TDM+IP or all-IP transport. A new antenna system is proposed at each site. The 7GHz MHSB microwave radio links will utilize the 4-foot VHLP4-7W single polarization antenna. The 7GHz MHSB/SD microwave radio link will utilize the 6- foot VHLP6-7W single polarization antenna over the 4-foot VHLP4-7W single polarization antenna. All antennas proposed adhere to the FCC Part 101 Category A performance specification. 3.0 Systems Integration The following sections define the Systems Integration (SI) responsibilities for the Offeror and MCAGCC for the design, provisioning, and implementation of the proposed modification and improvement of the microwave backhaul system at MCAGCC Twentynine Palms. These responsibilities are documented herein to avoid ambiguities and ensure that MCAGCC Twentynine Palms and the Offeror share a common understanding of all conditions and responsibilities. 3.1 The Offeror Technical Responsibilities 3.1.1 Provide project management services to manage the timely execution of all project activities and ensure all the Offeror’s responsibilities and deliverables are completed. Provide weekly update for the master schedule. 3.1.2 The Offeror project manager will be on site during the period of June 18 through July 15, 2023 to direct resources, assist with coordinating implementation efforts, and resolution of issues. 3.1.3 Provide assistance to MCAGCC with scope definition and implementation planning for the modification to the microwave paths. 3.1.4 Conduct a Post Award Conference (PAC) by teleconference to review the microwave system modification solution design, implementation approach, and schedule to ensure all parties have a clear understanding of the scope and responsibilities, the plan is agreed to and executable. 3.1.5 Perform an inspection of equipment that has been delivered and in storage at Twentynine Palms to ensure all equipment is accounted for and prepared for deployment to the sites. 3.1.6 Coordinate and manage all activities performed by subcontractors in accordance with the contract. Details of subcontractor responsibilities are provided in Section, 2.1.1. 3.1.7 Perform acceptance testing with USMC WRI representatives. 3.2 The Offeror Management Responsibilities 3.2.1 Project Management The offeror will assign a project manager to be the primary point of contact responsible for their statement of work for the duration of the project. The project manager will work with MCAGCC to facilitate effective quality management, issue escalations, approval processes, scheduling, communication, and status reporting associated with project engineers, network engineers, and network integrators performance as needed. The project manager is responsible for maintaining control of offeror’s resources and scope for the project and assuring compliance with the project requirements and MCAGCC specifications. 3.2.2 Network Design Engineering The networks representative will provide the overall technical direction and support to the network integrators that will be on-site during the reconfiguration of the system design and will work with the project manager and USMC to ensure system integrity is retained and the desired performance of the system is reestablished after the microwave system modification is completed. The network design engineer will also provide path calculations, technical design documentation, and support to assist the USMC with frequency coordination and obtaining approvals of frequency assignments and power changes required at the sites impacted by the system modification. 3.2.3 Project Engineering The project engineer will provide technical support to the Network Integrators in regard to the system site survey data that was collected, and the system reconfiguration design was based on. The Network Integrators will use this information to support installation efforts and verify final installation specifications have been met. 3.2.4 Installation, Integration, and Testing The offeror will provide two Network Integrators to be on-site to support the microwave network modification. The network integrators will answer questions and provide support to the NAVSEA Corona teams performing the installation tasks to ensure the implementation is executed according to plan. As the physical installation of equipment is completed the network integrators will perform the optimization of each microwave path. Immediately after installation and optimization is complete the network integrators will perform final Commissioning tests and acceptance testing. Commissioning tests will consist of a set of standard network test cases and include turn-up and performance verification tests and circuit tests to verify end-to-end continuity and equipment operation as well as any other tests documented in the field acceptance test plan. The field acceptance test plan shall be approved and agreed to by, the Offeror and MCAGCC prior to test execution. Test results will be recorded on field test data sheets and submitted to the MCAGCC. System tests will be performed on a logical section/loop of the system. The system tests shall be designed to demonstrate performance and functionality of system features as well as end-to-end operation of individual circuits/services. System test results will establish benchmark system performance and operation prior to cut-over and acceptance. The test data sheets prepared during commissioning and system testing will become the base line document for maintenance and performance evaluation of the system over an extended period. 3.3 USMC Responsibilities USMC will assume responsibility for the installation and performance of all other equipment and work necessary for completion of this project that is not provided by the Offeror. The general responsibilities of USMC include the following: 3.3.1 Obtain and provide approvals, permits, and agreements necessary to perform the installation work as required. 3.3.2 Provide site access and escorts in a timely manner as required to the Offeror personnel and its subcontractor. 3.3.3 Perform frequency coordination and obtain approvals of frequency assignments and power changes associated with the microwave path modifications. 3.3.4 Provide helicopter transport to and from the sites on each day. 3.3.5 Provide technical resources to assist with optimization and testing activities that require configuration updates or adjustments to the WRI E-LMR system impacted by the microwave system reconfiguration. 3.3.6 All site preparation, drawing updates and documentation, installation work, and support during optimization and testing will be Government furnished through NSWC Corona. The Government furnished Statement of Work defining NSWC Corona’s responsibilities including the Offeror edits has been attached to this proposal for reference. This document provides the basis for identification of services required to be furnished by the Offeror and subcontractor to ensure a successful outcome. 3.4 Schedule The estimated period of performance is six weeks after receipt of order. The Offeror understands that Range access has been identified as September 5, 2023, through October 5, 2023. On-Site installation work will be scheduled daily, 7:00 a.m. to 6:00 p.m., excluding the Fourth of July holiday. The final implementation plan and schedule will include collaboration with the MCAGCC Twentynine Palms LMR Manager and range control to ensure the plans are agreed to and are executable within the scheduled range availability.
