Solicitation Number / RFQ Number: M67004-23-Q-0034 Subject: Metal Hoses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is a Small Business set-aside under NAICS code 332999 size standard of 750 employees. An Offeror’s submission of a quote does not constitute a contract or authorize work to begin. This document is not legally binding and does not commit the US Government in any way. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20230131. In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence. Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, represents the best value to the Government, price and other factors considered. The following factors will be used to determine best value: Technical Price Past performance Evaluation: Technical: Quotes meeting all specifications outlined in this solicitation will be deemed technically acceptable. This is a brand-name requirement and only quotes for the brand-name product will be considered for award. Price Fair and Reasonable Determination will typically be conducted as authorized in FAR 13.106-3(a). The Offeror’s total quoted price to include shipping costs and Options (if any), will be used in the price evaluation. For competitive solicitations for supplies, past performance evaluation will use procedures outlined in DFARS 213.106-2 and described in clause 252.213-7000, incorporated herein. Contractors bear the burden of ensuring that quotes (and any authorized amendments) reach the designated office on time and should allow a reasonable time for e-mail transmissions to be completed. All pages of the quote must reach the office before the deadline specified. The contractor bears the risk of non-receipt of electronically transmitted quotations and should confirm receipt.
