The Blount Island Command, Jacksonville FL, has a requirement for Navy Watercraft Afloat Maintenance Support (NWAMS) of the Improved Navy Lighterage System (INLS) used in direct support of the execution of the Marine Corps Prepositioning Program (MCPP) at Blound Island Command, Jacksonville FL 32226. The services to be performed are preventive and corrective maintenance and will require personnel to serve aboard Military Sealift Command (MSC) ships in a deployed status O'CONUS. The ships will be prepositioned in Guam/Saipan, South Korea, and Diego Garcia. It is expected that the shipboard personnel will serve full time aboard the MSC ships and perform duties while aboard. The NAICS for this acquisition is 488390. It is the Government's intention to issue an indefinite delivery, indefinite quantity contract with a Base Ordering period of four months, four one year optional ordering period, one eight month optional ordering period and a six month optional ordering period (Extension of Services) for a total of five years and six months performance period if all option periods are exercised. This requirement will be a competitive acquisition restricted to HUBZone small business concerns (100% HUBZone set-aside). The Government will solicit and award this contract using Federal Acquisition Regulations (FAR) Part 15 procedures. The Government expects to obtain the best value under this negotiated acquisition by conducting a tradeoff evaluation, which may lead to award to other than the lowest priced offeror or other than the highest technically rated offeror. Award will be issued on an all or none basis. The solicitation, (No. M6700419R0023) will be posted on or about 15 August 2019 and made available on the Federal Business Opportunities (FBO) web site at https://www.fbo.gov. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.acquisition.gov. Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well.
