Solicitation Number: M67004-19-R-0022 Notice Type: Special notice Set Aside: N/A Classification Code: M - Operation of Government-owned facilities NAICS Code: 493190 - Other Warehousing and Storage DESCRIPTION: Marine Corps Logistics Command (MARCORLOGCOM) Albany, GA Contracts Department intends to negotiate a sole source, bridge contract to PrimeTech International Inc. (PTI), Cage 52DA5. The period of performance will be 22 September 2019 - 21 March 2020 (6-months). The North American Industry Classification Standard (NAICS) code is 493190 - Other Warehousing and Storage; Size Standard is $27.5 million. The requirement is for a contractor to operate and manage the USMC Consolidated Storage Program (CSP) worldwide (Continental United States (CONUS) and outside the Continental United States (OCONUS) network and to maintain total asset visibility utilizing the Government-Owned Contractor-Operated (GOCO) facilities and GOCO Information Technology (IT) systems (i.e. Defense Property Accountability System Warehouse Module (DPAS-WM, Marine Forces Special Operations Command (MARFORSOC) Special Operations Forces Sustainment, Asset Visibility and Information exchange (SSAVIE), and Global Combat Support System - Marine Corps (GCSS-MC)). The Request for Proposal for the follow-on contract is currently on Federal Business Opportunities (https://www.fbo.gov) under M67004-19-R-0004. Justification for noncompetitive action: PTi is the incumbent under contract number M67004-17-F-2046. This action is pursuant to 41 U.S.C. § 3304(b)(2) and 10 U.S.C. § 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(ii)(B), "services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in [...] unacceptable delays in fulfilling the agency's requirements." The United States Marine Corps requires the services provided under the CSP Operations contract in order to execute its Title 10 mission. Without a bridge contract, a break in service will occur on 22 Sep 2019 until the anticipated competitive follow-on award. This break in service will impact all (57) facilities across (21) geographic locations worldwide, affecting the combat readiness at I, II, and III MEF; TECOM SOI-E; NCR; and MARFORSOC. No Solicitation for this effort will be issued via this portal. The Government will not pay for any information that is submitted to this notice of proposed contract action.
