This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the announcement, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the government in identifying potential sources in determining if a set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the government will not pay for any information or administrative cost incurred in response to this notice. Responses to the notice will not be returned. Please note that the solicitation number used for this sources sought may be different from the one in the actual solicitation, if a solicitation materializes. The Environmental Conservation Branch (ECON) aboard Marine Corps Base (MCB), Camp Lejeune, North Carolina has a requirement for Sikes Act Permit Sales & Dispersed Recreational Access Management Services (SAPDRAMS). Market research is being conducted to determine the availability and technical capability of sources to potentially provide web-based services to process hunting, hiking and fishing license registration and purchases with full view, control, and editing rights to certain Marine Corps Base Camp Lejeune Staff administrators. Contractor support is needed to provide all hosting, security, maintenance and backups. This support will encompass pro-active maintenance and service, including service packs, hotfixes, and patches to the hosted services to ensure recreationist can access the SAPDRAMS with common browsers. Draft Performance Work Statement (PWS): A draft PWS is attached to this notice. Required certifications: The prospective vendor must possess FEDRAMP certification. The NAICS code selected is 541511, “Custom Computer Programming Services” with the corresponding size standard of $34M. The MCIEast-RCO is requesting that all interested parties provide a detailed response to the draft specification document –Attachment 1 in the required format and answer the following questions. a. Are the requirements described in the draft specification document clear? b. Do the requirements sufficiently outline the government’s needs to allow interested parties to address the needs? c. Are there any topics which are commonly addressed by available tools not included in the requirements? d. Do any of your suggested or available solution components have hardware as part of the solutions? e. What License Agreement is appropriate for the requirement? Interested vendors shall provide the following information: (1) Company name, address, point of contact name, phone number, and email address. (2) Cage Code and Unique Entity ID (UEI) Number. Cage Code and UEI number must be registered on the Systems for Award Management (https://www.sam.gov) (3) Business Size under NAICS code 541511. If the size standard is small, indicate if your firm is certified under Section 8(a) of the Small Business Act, HubZone certified, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, Small Disadvantaged Business or Small Business. (4) If these services have been acquired by any government agencies please provide names of agencies, POCs, and contract numbers. (5) Include any other supporting documents. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing received responses will have signed nondisclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
