MCIEAST-MCB Camp Lejeune Contracting Department, has a requirement for support services is to provide knowledge, training, and support to assist the Public Works Division (PWD) Energy Management Controls System (EMCS) program in the understanding, operation, maintenance, management, and utilization of the Energy Management Control System (EMCS). A complete Performance Work Statement (PWS) will be included with the solicitation. The intended contract shall be for a one (1) year base period and two (2) additional 1-year option periods. It is the Government’s intention to issue a firm-fixed price contract in accordance with FAR Part 13.5. This proposed acquisition will be 100% set aside for Small Business. The associated North American Industrial Classification System (NAICS) code for this requirement is 541513 – Computer Facilities Management Services, which has a small business size standard of $30 million dollars in annual receipts. The Government intends to award on the basis of best value. Award will be issued on an all or none basis. The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR Part 12 and Subpart 13.5. The Government intends to award to the quoter that provides the Best Value to the Government. Award will be made approximately twenty (20) business days after closing of response period. The solicitation M67001-20-Q-0027 will be posted on or about 5 days after this posting and made available on the Government Point of Entry on Beta.SAM.gov. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database. Contractors must also ensure annual representations and certifications are current or complete them at the SAM website.
