GENERAL INFORMATION This Request for Information (RFI) initiates market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The information herein only initiates communication with industry in order to assess the ability for small business to support. No solicitation document exists at this time. This RFI constitutes no Government obligation to procure these items or issue a solicitation. In addition, the Government has no obligation to pay for information received from this RFI and will not accept responses as offers. Vendors should mark any proprietary information clearly and appropriately. 2. PURPOSE The objective of this requirement is to provide Planning, Policy and Coordination Support at Marine Corps Forces South (MARFORSOUTH). The specialties described below delineate the activities in the context of administration, financial, performance management, security, and other task management support. The specialties are: - Exercise Support - Knowledge Management - Fiscal/ Budgetary/ Resource Management - Training, Exercise, and Operational Assessments Analysis The Marine Corps will use the results of this announcement to determine whether to solicit this requirement on an unrestricted basis, or to set aside for small business. 3. SUBMISSION REQUEST There is no response page limit. Responses may include any advertising or marketing information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Please include the following information in the response. A. Company Name: B. Cage Code and DUNS C. Business Size for NAICS 541990, All Other Professional Services, Dollar Value of $15 Million Dollars D. Indicate whether the company is 8(a) certified, disabled veteran-owned, veteran-owned, woman-owned, HUB Zone, Native American, or any other Small Business Administration approved designation. E. Material Description. The vendor must identify its ability to provide the required services to include experience conducting similar work, and whether the vendor was the prime or subcontractor on the requirement. F. Employee Capability and Experience: Vendors must demonstrate employee's capabilities to meet the following: Exercise Support: - SOUTHCOM AOR experience preferred - Experience planning at the COCOM level - MARFOR experience preferred - Possess Defense Language Program 2/2 or greater Spanish abilities. - The ability to communicate information and ideas in speaking so others will understand in English and in Spanish. - Communicating effectively in writing as appropriate for the needs of the audience either via electronic or written mediums in English and Spanish. - The ability to create products and presentations that communicate ideas effectively and concisely in English and in Spanish. - Must possess or be able to obtain the following: U.S. Secret Security Clearance. A valid US driver's license. A valid US passport. Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide) Knowledge Management: -Communicating effectively in writing as appropriate for the needs of the audience either via electronic, written, and mediums - The ability to create products and presentations that communicate ideas effectively and concisely - Working knowledge and understanding of USSOUTHCOM SharePoint - Working knowledge and understanding of web-based information sharing tools - Working knowledge and understanding of Global Theater Security Cooperation Information Management System and USSOUTHCOM Theater Engagement Dashboard Fiscal/Budgetary/Resource Management: - SOUTHCOM AOR experience preferred - Graduate of USMC Command & Staff College or equivalent - Experience planning at the COCOM level - MARFOR experience preferred - Working knowledge and understanding of Global Force Management (GFM) and the Joint Requirements Capability Management system. - Working knowledge and understanding of 10 U.S. Chapter 16 - Security Cooperation - Working knowledge and understanding of 10 U.S. Code Section 333 - Foreign security forces: authority to build capacity process - Working knowledge and understanding of Global Theater Security Cooperation Information Management System and USSOUTHCOM Theater Engagement Dashboard - Communicating effectively in writing as appropriate for the needs of the audience either via electronic or written mediums - The ability to create products and presentations that communicate ideas effectively and concisely Training, Exercise, and Operational Assessments Analyst Knowledge Skill and Abilities: - Possesses a working knowledge of and skill in applying advanced analytic processes, mathematical and/or statistical principles, concepts, methods and techniques to solve complex problems. - Able to draft and implement assessment collection plans in order to ensure data required to analyze operations, exercises, processes and cost/benefit determinations is available. - Must be able to prepare and deliver concise briefs on complex subjects to seniors, peers and subordinates in order to facilitate sound decision making. - Contractor shall be knowledgeable of Department of Defense (DOD), Navy and Marine Corps assessment policies and processes. - Contractor shall understand fully and be able to articulate DOD assessment processes where required, and have sufficient adaptability to effectively function with the supported command. - As such, contractor shall possess the following education, skills, and experience: USSOUTHCOM AOR experience preferred Graduate of USMC Command & Staff College or equivalent Experience planning at the Geographic Combatant Command level MARFOR experience preferred Understanding of joint planning process Understanding of DOD Operational Assessments Proficient in written and oral communication Proficient in the use of Microsoft Office Word, PowerPoint, and OneNote. PROPRIETARY DATA The Government may use information received from this RFI to establish future Marine Corps requirements. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Section 27 of the Office of Procurement Policy Act as amended (41 U.S.C 423) (hereinafter referred to as " the ACT"), as implemented in the FAR.
