This is a Pre-Solicitation Notice. The Environmental Management Division aboard Marine Corps Base (MCB), Camp Lejeune, North Carolina has a requirement for service to expand the capabilities and improve efficiency of the Environmental Conservation Branch (ECON) Game Checking Station operations. The objective of the service is to facilitate issuance and management of Sikes Act Permit Sales & Dispersed Recreation Access Management Services (SAPDRAMS) permits for hunting, fishing, trapping and other dispersed outdoor activities. The Government's intent is to issue a single firm-fixed priced contract to satisfy this requirement using the Lowest Price Technically Acceptable best value approach. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. This will be set aside 100% for small business. The associated North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services . This is not a Request for Quote. The Solicitation will be posted and made available for download via electronic data interchange at FedBizOpps, www.fedbizopps.gov on or about 15 days after this posting. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database website (http://www.sam.gov/). Interested parties must also agree to implement the Department of Defense web-based software application Procurement Integration Enterprise Environment (PIEE), previously known as Invoicing, Receipt, Acceptance and Property Transfer (iRAPT), at https://wawf.eb.mil/. Contractor must also ensure annual representations and certifications are current or complete at the SAM website as well. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE code).
