SOURCES SOUGHT SYNOPSIS The Regional Contracting Office MCI-West is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to Dismantle And Remove A Government Owned Hytrol Conveyor System. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238910 Site Preparation Contractors and Product Service Code (PSC) P500 - Salvage- Demolition of Structures/Facilities (Other Than Buildings. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. APPENDIX 1: Statement of Work CONVEYOR SYSTEM REMOVAL CAMP PENDLETON, CA 1.0 Background 1st Supply Battalion at Marine Corps Base Camp Pendleton, CA has utilized a conveyor system in Building 2251 for 18 years. The system has reached its serviceable life and is no longer fully operational. With the age of the system, frequent problems/ stoppages, parts being difficult to acquire and not being unable to access the computer program, it is not economical to repair the system. 2.0 Objectives Contractor personnel will remove the existing conveyor system and dispose in accordance with applicable regulations Tasks Task Number Work Milestones Projected Completion Date 2.1 Schedule On-Site Visit with COR 5 Business Days of Award 2.2 Perform On-Site Visit with COR 10 Business Days of Award 2.3 Mobilization RDD TBD 2.4 Conveyor System Removal 45 Days from Award 2.5 Completed Job Inspection By COR RDD TBD 2.1 Task 1 – Schedule On-Site Visit with COR The Contractor shall schedule an on-site visit with the Contracting Officers Representative ( COR ) within five (5) business days of the contract award. 2.2 Task 2 – Perform On-Site Visit with COR The Contractor shall attend an on-site visit with the COR within ten (10) business days of the contract award. The COR will accompany the Contractor to the job site to discuss the mobilization plan in detail. 2.3 Task 3 – Mobilization The Contractor shall furnish all required personnel, equipment, supplies and tools required to remove the conveyor system. The Contractor shall be responsible for securing all items while on site. 2.4 Task 4 – Conveyor System Removal The Contractor shall dismantle and remove the conveyor system from the job site. Contractor Responsibilities: Dismantle the conveyor system Provide large containers for scrap metal, etc , at the job site Schedule frequent removal of system components from the job site Government Responsibilities: Disconnect all applicable power to the system Remove all data cables that are attached to the conveyor system prior to mobilization Provide access to available power as needed Clear applicable areas for access to the system Clear a 30’ L space outside, along the loading dock, for Contractor provided containers 2.5 Task 5 – Completed Job Inspection This Contract does not contain a Quality Assurance Surveillance Plan (QASP); however, the COR will inspect the job for quality upon completion. Quality will be measured in accordance with the following: The contractors compliance with the Government tasks (Table 1) The contractors ability to complete the job by the RDD 2.6 Place of Performance The job site location is at Marine Corps Base Camp Pendleton, CA at Building 2251. 3.0 Work Hours On-site service shall be provided during normal working hours, 7:30AM through 4:30PM, Monday through Friday. Work that is to be done on evenings or weekends must be made by prior arrangements between the contractor and the COR. The Contractor shall schedule and arrange work to cause the least interference with the Government business and mission and make every effort to minimize the impact of the interference, inconvenience, equipment downtime, and interrupted service, etc.
