The RCO MCI-West is issuing this Sources Sought (SS)/Request for Information (RFI) as a means of conducting market research to determine if there is a sufficient number of qualified businesses interested in and capable of providing emergency ambulance and standby medical support for the Marine Corps Air Station (MCAS) Miramar Air Show for years 2024-2028. The estimated attendance for each year’s air show is 100,000 people per day. The services expected to be performed under this contract requires services to be provided at the advanced life support (ALS) level and basic life support (BLS) level in accordance with all federal, state, and local regulations. These services shall be performed at MCAS Miramar, CA. The Contract will be awarded with a base period of two (2) months and four (4) 4-month option periods to encompass a total period of performance of five (5) years with the option to extend services for up to an additional six (6) months in accordance with (IAW) FAR 52.217-8 Option to Extend Services. The intended start date is 1 August 2024 to allow for planning services; however, the period of performance for each year’s air show is found in the draft Statement of Work (SOW). The result of this market research will contribute to determining the method of procurement in accordance with FAR Part 12 (Acquisition of Commercial Items). The Government will also use the information gathered through this SS/RFI to determine the best acquisition strategy for this requirement (set-aside or full and open, etc.). The Government is interested in all potential sources including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses, etc. The North American Industry Classification Standard (NAICS) code selected is 621910, Ambulance Services. The maximum size standard for this NACIS code to be considered small business is $22.5 million. NAICS code compliance will be checked if/when proposals are submitted. The Product Service Code (PSC) for this requirement is Q999, Other Medical Services.
