Build, tailor, deliver, and facilitate exercise materials, as required, to support SEMPER DURUS 2026. The products shall be based upon Marine Corps Installations – WEST (MCI-WEST) outcomes needed for the exercise. The products shall support the training audience's mission to protect the command’s ability to project forces while protecting property and populations throughout the competition continuum with an INDOPACOM pacing peer adversary. Additionally, support the development and production of training strategies, doctrine, concepts, and inform operational planning for the current and future force. The requirement described below is for specifically tailored/adapted non-technical training development solutions that convert shared experiences into collaborative problem-solving events, resulting in more actively engaged exercise participants. The delivered solutions shall challenge the training audience to think critically and creatively to better understand the relevance and context of their actions in relation to the Operational Environment (OE), recognized and emerging threats identified in the National Defense Strategy (NDS), and in alignment with the exercise participants’ desired outcomes. These materials will enable SEMPER DURUS participants to gain a deeper understanding of the art and science of their profession. This requirement will broaden and add depth to the designed base scenario, providing all participants with a context-based, collaborative, problem-centered, overarching, immersive scenario, focused on the customers' experiences and adapted from real-world events. Other tasks shall include interaction and collaboration with SEMPER DURUS planners and White Cell personnel, attendance of planning conferences, applying the analysis, design, development, implementation, and evaluation process (ADDIE) to the production of exercise material, and participating as a part of White/Red Cell during execution. Performance Work Statement The Contractor shall analyze, design, develop, deliver, and maintain a tailored scenario and exercise materials. The Contractor shall provide all necessary services, personnel, materials, and equipment not otherwise provided by the Government. 2.0 Requirements. 2.1 Task 1: Tailored Exercise Materials Adaptation, Integration, Evaluation and Delivery of Exercise Materials The Contractor shall conduct a variety of support activities in implementing and evaluating the exercise materials to support the scenario. Before beginning to adopt and adapt any of the real-world events, it shall be necessary to support the government in the analysis, design review, and proposal of tailored development scenarios. Once reviewed, developed, and completed, the tailored exercise material shall be briefed to the MCI-WEST exercise staff and leadership to obtain their agreement with the design outcomes before moving into the Implement-Evaluate phase. These activities shall occur at many levels including but not limited to all tailored materials’ content to be reviewed by the development team to identify if they are functional and appropriate for the intended audience; conduct assessments to monitor participant progress and to modify the material; accordingly, participate in after action reviews with the target audiences to ensure that the content achieved the desired outcomes. 2.1.1 Tailor: Analyze, Design, Develop the Operational Environment The Contractor shall gather information about the initial exercise scenario, the tasks to be completed, and the overarching outcomes. They shall perform a review of what materials are being used and how the exercise participants can achieve their desired outcomes. The Contractor shall coordinate with the design team and the exercise participants to identify gaps, delivery preferences, and methods. The Contractor shall identify existing exercise materials that can/will be repurposed. The Contractor’s initial research shall be focused on conducting an analysis of the OE prior to the first Initial Planning Conference (IPC) to aid in informing the initial scenario design. 2.1.2 Design and Develop The Contractor working with all stakeholders shall identify possible additions to, or adjustment of OE factors to include, but not limited to: 2.1.2.1 Threat forces, composition, and disposition. 2.1.2.2 Threat pattern of life and behavioral factors 2.1.2.3 Blue (friendly) forces composition and disposition Blue pattern of life and behavioral factors Terrain/Weather 2.1.2.6 Civilian/Non-Government Organization (NGO) 2.1.2.7 Elements of National Power: Diplomatic, Information, Military, Economic, Financial, Intelligence and Law Enforcement (DIME-FIL) Operational Variables: Political, Military, Economic, Social, Information, Infrastructure, Physical Environment, and Time (PMESSI-PT) and Areas, Structures, Capabilities, Organizations, People and Events (ASCOPE) The Contractor shall continue to adjust SEMPER DURUS materials in response to MCI-WEST Lead Planner feedback. 2.1.3 Exercise Support: Implement and Evaluate The Contractor shall test all materials to identify if they are functional and appropriate for the intended audience. The Contractor shall deliver the exercise material to the SEMPER DURUS development team. The Contractor shall ensure that the materials accomplish the exercise objectives through internal and external evaluation. The Contractor shall conduct assessments during the exercise to monitor exercise participant progress; modify the material as needed; act as a white cell; and after the exercise participate in after-action reviews with the exercise participants and developers to identify any shortfalls or gaps and alter/enhance the design; and post-exercise ensure that lessons learned are captured and adjustments are made to exercise materials in a timely manner prior to the next planning conference. 2.1.3.1The following reviews and evaluations must occur: 2.1.3.2 Review and evaluate each stage of the implementation (analyze, design, develop, implement, and evaluate) to ensure the products are meeting requirements. 2.1.3.3 Conduct external evaluations, such as observing whether the outcomes are being achieved by exercise participants in their working environment. 2.1.3.4 Review and revise the exercise materials. 2.2 Task 2: Exercise SEMPER DURUS Support The Contractor shall provide SMEs to support the SEMPER DURUS planning, coordination, integration, and management team. The Contractor shall coordinate the integration of the exercise material being developed with the MCI-WEST development team. 2.2.1 Exercise SEMPER DURUS Planning The Contractor shall assist the design team in designing, developing, and implementing a scenario based on the requirements and outcomes determined by MCI-WEST, bringing together the diverse disciplines, skills, and experiences of the exercise participants. The Contractor shall also provide on-site and remote red team support to the exercise. 2.2.1 Travel The Contractor shall travel to support SEMPER DURUS requirements as directed by the SEMPER DURUS planning lead. Specifically, on-site support during the execution of SEMPER DURUS. 2.2.3 Place of Work Remote work authorized. Research shall be conducted using open-source material. FTEs shall be authorized to work remotely and shall travel to work on-site, as directed. All planning conference attendance will be remote. 3.0 Deliverables The Contractor shall design exercise material, adjusting the volume and tempo as required, to support MCI-WEST in conducting its missions across its Areas of Responsibility while considering Areas of Interest and Areas of Influence. Scripted Scenario Overview approx. 10 pages – Taiwan Strait crisis/conflict Two Integrated Threat Assessments (ITA) for Homeland Threat Groups Specific to MCI-WEST AOR Two Historical G2 products (ie., CJCS Daily Briefs replicas) Four NORTHCOM G2 products 20 Global Operational Environment Reports (INDOPACOM/NORTHCOM/SOUTHCOM/DHS/State/County/Local/Social Media/News Outlets) per day for five days Five MCI-WEST specific injects per day for five days Force Protection Condition (FPCON), Defense Condition (DEFCON), and Cyberspace Protection Conditions (CPCON) messaging Four Planning Conferences and CPX Attendance (virtual) On-site White/Red Cell support (10-day travel) AAR Inputs and Attendance (Virtual)
