This effort supports the United States Marine Corps (USMC) Southwest Region Fleet Transportation (SWRFT) division, which consist of seven (7) sites throughout California and Arizona. SWRFT is responsible for the management, readiness, and operational support of vehicles and equipment that support Marine Corps installation commanders and tenant activities located in the Southwestern United States. The SWRFT consists of Southern California Region sites at Marine Corps Base (MCB) Camp Pendleton, CA; Marine Corps Air Station (MCAS) Miramar, CA; Marine Corps Recruit Depot (MCRD) San Diego, CA; Marine Corps Air Ground Combat Center (MCAGCC), Twenty-nine Palms, CA; Marine Corps Logistics Base (MCLB) Barstow, CA; and Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, CA; and Marine Corps Air Station (MCAS) Yuma, AZ located outside the Sothern California region. This solicitation shall be conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, this acquisition will be competed as a 100% small business set aside using Trade-off Procedures. See solicitation and attachments for requirements necessary for proposal submittal. See “Addendum 52.212-1 (Instructions)” for specific requirements to include the process for questions. The period of performance is expected to begin on 1 July 2021 with a One (1) year base and four (4) one-year options. The anticipated procurement will be a Single Awardee Indefinite Delivery Indefinite Quantity (IDIQ) hybrid contract vehicle with the issuance of separate Task Orders, which will include Firm-Fixed Price (FFP) and Time and Material (T&M) Contract Line Item Numbers (CLINs). In order for contractors to conduct business with the Department of Defense, the contractor must be registered in the System for Award Management (SAM) database.
