This is a Request for Information (RFI) for market research purposes only and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This RFI is being published to identify potential sources capable of providing charter boat services with an operator to transport 6 scuba divers and 20 tanks of compressed oxygen an average of 500 ft off shore surrounding the Mokapu peninsula located on the United States Marine Corps Base – Kaneohe for the purposes of surveying the surrounding reefs. The estimated work day will be 10 - 12 hours per day, the estimated number of trips will be 21 with an optional amount of trips held in reserve in case weather or other factors cause the cancelation of one or more of the primary trips. The operator must be able to serve as the safety officer while survey dive teams are in the water. All divers are certified and experienced. The trips are expected to happen over the period of approximately 6 -12 months. Notice will be given in advance of the planned dates which will be coordinated with the Department of Fish and Wildlife. The vendor will be responsible for providing full air tanks on the days on which dives will take place. The boat will not be able to be kept in the water at the marina located on the Marine Corps base, but space will be available to store the boat on a trailer on the grounds of the Marine Corps base if required. Vendors must have or obtain clearance to enter the base. Market research is being conducted to explore the extent to which small businesses (SB) and large businesses can supply the vessel and operator required to support this effort.
