Headquarters Battalion S-3 Operations and Training needs environmentally safe fire retardant products for reducing the chance of fires starting and/or spreading in the live fire impact area at Kaneohe Bay Range Training Facility, on the island of Oahu. • This fire retardant product, when available, will be applied to the buffer zone edges and the edges of the fuel and fire breaks as an added measure to slow or possibly stop fires that can threaten the Migratory Bird Treaty Act (MBTA) protected seabirds. • This product shall meet the requirement of NOAA’s National Marine Fisheries Service (NMFS) to be unlikely to adversely affect endangered or threatened species or designated critical habitat after reaching the ocean. • This product shall not cause potential effects on historic properties. FORTIFY fire retardant is the only product not classified as a hazardous chemical as defined by the OSHA Hazard Communication Standard and passes all the environmental assessments by the staff at base environmental and other outside government agencies. This product is determined by S-3 to be essential for the improvement of range operations. As of now, S-3 is expecting to to test this fire retardant product at Kaneohe Bay Range Training Facility at MCB Hawaii. If this product is proved to be effective and performs as expected, it would likely be procured and used at the other ranges (Pu'uloa Range, Marine Corps Training Area Bellows) located on the island of Oahu.
