Marine Corps Base Hawaii (MCBH) Regional Contracting Office Hawaii (RCO-Hawaii) is soliciting sources for uninterrupted delivery of liquefied petroleum gas (LPG), Grade HD5 and rental of LPG tanks at various locations onboard MCBH, Kaneohe Bay and Camp Smith. The Contractor shall provide all product, supplies, management, tools, equipment and labor necessary for the uninterrupted delivery of LPG f.o.b. destination into contractor owned LPG tanks in accordance with the Statement of Work (SOW) cited in the Request for Proposals. The solicitation number is M00318-20-R-0001. The requirement will be for a five (5) year base period with one 5 year option period. The anticipated period of performance is 1 April 2020 through 31 March 2030. This procurement is unrestricted. NAICS and the small business size standard for this procurement is 325120 and 1000 employees respectively. The Government contemplates a single award of an Indefinite Delivery (ID) Requirements Contract in accordance with FAR 16.503. The anticipated contract will be firm fixed-price with an annual economic price adjustment (EPA) Indefinite Delivery Requirements type contract using Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiations. The solicitation will be issued in accordance with FAR 15.203 Request for Proposals (RFP). The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The provisions and clauses in the RFP are those in effect through FAC 2020-01. All contractors must be registered in the System for Award Management (SAM) database to be eligible for a Department of Defense contract award. All responsible sources may submit a proposal which shall be considered by the agency. The Government will award a single contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offerors: (1) Technical factors and (2) Price per the RFP. Award will be made to the Offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Price Technically Acceptable Source Selection Process will be utilized in accordance with Far 15.101-2.
