MCOTEA American Sign Language Interpreting
The Marine Corps Operational Test and Evaluation Activity (MCOTEA) requires professional American Sign Language (ASL) interpreting services to support two-way communication between a deaf or hard-of-hearing employee and hearing participants. The contractor must provide qualified interpreters who can interpret spoken English into ASL and convey the supported employee’s signed and written communications to non-ASL-literate audiences. The requirement covers both unclassified and classified activities. Offerors must meet all contract security requirements, including possession of the required facility security clearance (FCL) and ensuring assigned personnel maintain the required eligibility and access for classified work. Complete security, personnel, performance, and submission requirements are in the RFQ and attachments, including the Performance Work Statement and DD Form 254, available through the PIEE Solicitation Module.
