Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), Quantico, VA, has a requirement to provide education, training, planning, advising, research, and wargame facilitation services across multiple knowledge domains including wargaming, threat capabilities, joint warfighting, multimedia, and information technology services for Marine Corps University (MCU). It is the Government’s intention to issue a single award hybrid Indefinite Delivery Indefinite Quantity (IDIQ) consisting of Firm Fixed-Price (FFP) Contract Line Items for services and Cost Reimbursement for travel. The contract will have a five-year ordering period and a total ceiling value of $49.7M. The proposed acquisition is 100% set aside to Service-Disabled Veteran Owned Small Businesses. The North American Industry Classification System (NAICS) code for this requirement is 611710. The Government will solicit and award utilizing commercial contracting under FAR Part 12 using FAR 15- Contracting by Negotiation. The Government intends to award using best value. The award will be issued on an all or none basis. The draft solicitation (M00264-24-R-0006) is posted with the synopsis and is made available on the web site https://www.sam.gov. It is the responsibility of the quoter to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.sam.gov. Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well.
