The scope of the requirement includes professional services for MARCENT in the areas of command element, manpower, intelligence, operations, logistics, planning, communications, Operations Plans (OPLANS), Concept Plans (CONPLANS), strategy development, doctrinal reviews, operational policy reviews, crisis action planning, deliberate planning support, training and educational plans, and wargaming exercise support within the continental United States (CONUS) and outside the continental United States (OCONUS).
