MTM-East needs a master fuel meter to calibrate the point of sale meter on MCAF refuelers. This is to maintain compliance with base maintenance order MCO 11240, which, references the NAVAIR order 00-80T-109, that all mobile Shore based Jet fuel point of sale meters must be calibrated yearly. This is a supply requirement for one (1) "Jet Fuel Flow Meter" that has the following Sailient Characteristics: The unit needs to be mobile 300 gallons per minute D1 connection With isolation/drain valving, and whip hose. The action resulting from this opportunity will be a Firm Fixed Price (FFP) Puchase Order. Quoters must specify the soonest possible delivery date for each item listed as well as its unit price and Country of Origin (COO). Attached is a Combined Synopsis Solicitation Document. Amendment Includes the following Q&A: Questions that have been asked: This appears to be a mobile unit. We can quote the meter but it would not be on a skid and would not be mobile Does this meter need a register. Does this meter need to be temperature compensated? What is the product? We can include a drain valve but we are not sure what a “whip” hose is We can quote a D1 refueling nozzle but we are not sure how it would connect to the meter What size piping connections does the meter need to have? Requiring Activities Response: Question 1: Yes, the unit needs to be mobile, we will need to have the unit calibrated every year. The unit will also need to be easily moved around our shop by hand for testing purposes. Question 2: Yes, the unit needs a register for testing and verification purposes. Question 3: Yes, the meter needs to be temperature compensated. Question 4: F-24 Jet A jet fuel. Question 5: A whip hose is a short 8-10 foot 2” fuel hose to connect the unit to the truck. Question 6: The D1 refueling nozzle needs to be connected to the one end of the whip hose so we can connect it to the truck. Question 7: 3” piping connections at the meter. Is there a specific model or manufacturer that you have used in the past or a certain one that you have in mind? Answer: Requiring activity is unable to provide one.
