The Regional Contracting Office – National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking information for the Marine Corps Installations Command (MCICOM) G-6 Installation Systems Branch (ISB) requirement for Capacity as a Service (CaaS). CONTRACTING OFFICE ADDRESS: Marine Corps Installations – National Capital Region, Regional Contracting Office (MCINCR RCO), located on Marine Corps Base, 2010 Henderson Road, Quantico, VA. INTRODUCTION: The Marine Corps Installations Command (MCICOM) G-6 Installation Systems Branch (ISB) is acquiring Capacity as a Service (CaaS). CaaS is defined as an agile, on-demand, on-premises computing, networking and storage solution for a variety of systems and applications for Research, Development, Testing, and Evaluation (RDT&E) core infrastructures, laboratory and data center environments. BACKGROUND: The Federal Data Center Consolidation Initiative (FDCCI) directs all Federal agencies to consolidate data centers and improve efficiency of all Information Technology (IT) operations. The goal is to reduce costs, enhance IT security postures, apply best practices, and promote energy efficiencies. ISB is a provider of information technology solutions for the Department of Defense (DOD) and Department of the Navy (DON). ISB hosting requires a CaaS solution, which aligns with the FDCCI direction. This capability will allow projects and programs the agility of expanding CaaS for a project, providing a quick architecture to support the project, and also reducing the service when the project is over. ISB CaaS must have the ability to provide cost-effective computing, networking, and storage capacity in a timely manner, whenever and wherever the requirements occur, with the capability to scale these solutions to meet changes in demand. OBJECTIVE: The objective of this Sources Sought Announcement is to identify Industry capabilities capable of providing a commercial CaaS solution, with resource pooling, rapid elasticity for compute, storage, and network devices, with measured service level agreements (SLAs) by providing a scalable, elastic, dynamic, vendor agnostic solution based upon a commercial utility model that can rapidly be expanded or contracted. Interested vendors should respond to the questions cited under the “INDUSTRY FEEBACK” section of this document along with a capabilities statement (no more than 15 pages) demonstrating the ability to perform the tasks within the Draft PWS.
