MCICOM (G-35), Installation Protection (IP) Branch, Fire & Emergency Services (F&ES), Installation CBRNE Protection Program has a requirement to replace expired CBRN Escape Masks for Emergency Operations Center and Mission Essential Personnel. Please see attached RFQ #M00264-23-Q-0033 for full details. Brand Name Justification FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This requirement is to replace existing Escape Masks that are expiring. The masks are fielded by MCICOM CBRNE (Chemical, Biological, Radiological, Nuclear and Explosives) personnel. Personnel have been trained extensively on the use of the Escape Masks and they have undergone testing to ensure they meet all safety standards. Replacing the masks with another brand would cause delays in field deployment while new alternatives are researched, tested and subsequently trained on. In addition, the Escape Masks are the only currently approved masks identified that meet the specific requirements of Marine Corps Order (MCO) 3440.8A – Installation CBRNE Preparedness.
