The purpose of the attached solicitation amendment 0001 is to provide answer to one question received (Attachment 2-0001). Commandant of the Marine Corps (CMC) Safety Division (SD) has a requirement for non-personal services in the form of a full range of Climate Survey Maintenance and Administrative Support. The necessary services to support the CMC (SD) fulfill its mission of enhancing personnel management skills and actively engaging subordinate commands in mishap prevention activities and force preservation concepts. Contractor support services should support these objectives by providing critical information to leaders regarding the safety culture and leadership climate in the Marine Corps. The requested service entails the Marine Corps online Ground Climate Assessment Survey System (GCASS), the Marine Corps Aviation Climate Assessment Survey System (MCASS), and Command Climate Survey (CCS) maintenance and administrative support (i.e., website hosting, survey set-ups, and debriefs to commanders), as well as publishing results regarding analysis/research of GCASS data. The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the Commandant of the Marine Corps (CMC) Safety Division (SD), Climate Survey Maintenance and Administrative Support. The procurement of services in support of Climate Survey Maintenance and Administrative Support shall be solicited as a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The contemplated contract will be a Single Award, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The projected performance period will be five-year ordering period. The NAICS code associated with this requirement is 541910, Marketing Research and Public Opinion Polling with a corresponding size standard of $16.5M. This action will be solicited utilizing FAR Part 12, Acquisition of commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation procedures. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (SAM.gov).
