This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation #M0026323R1002 is issued as a request for proposals (RFP) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 and DFARS Publication 20230322. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a single Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) with a five (5) year ordering period for Promotional and Incentive Items. This solicitation is issued as 100% Small Business Set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 315210, with a small business size standard of 750. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and the additional instructions, conditions, and notices to offerors provided in the Section L of the attached SF1449. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, in accordance with the Section M Evaluation Factors for Award contained in the attached SF1449. Offeror shall provide a fully completed copy of FAR 52.212-3 with its quote or ensure it has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through https://www.sam.gov Offerors are also required to be registered in the System for Award Management (SAM) and the Wide Area Work Flow (WAWF) database.
