Contractors must comply with the requirements of the attached RFQ. Failure to comply may result in disqualification. This solicitation is issued as a request for quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and 13. The Source Selection procedures are in accordance with FAR 13.106-1(a)(2), Price and Other Factors. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 and DFARS Publication 20220623. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price Contract for museum curation service. This solicitation is issued as a 100% Total Small Business Set-Aside and the North American Industrial Classification System (NAICS) code for this requirement is 562910 with a size standard of 500 (Employees). The Parris Island Museum (PIM) is responsible for the proper stewardship and accountability of its collections. Pursuant to MCO 5750.1H, PIM is certified as a Command Museum by the National Museum of the Marine Corps and in order to retain that certification, the museum must professionally document and account for their collections, including archives and personal papers, using the best practices of the museum profession. As stewards of this collection, the museum must also ensure the physical condition of the archives is not compromised by factors like mold, pests, and other destructive agents. During a review of the collection, staff found that some of the boxes have been contaminated with mold. In order to stabilize and restore the collection so it can be utilized by PIM staff and researchers, the Museum requires a professional conservationist to treat the papers affected by mold and mitigate the damage done by preventing further deterioration.
