This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Part 12 and FAR Subpart 13.5, as supplemented with additional information included in this notice and the attached SF1449. This announcement constitutes the only solicitation. Solicitation M00263-22-Q-1016 is issued as a Request for Quotation (RFQ); quotes are requested in response to this written snyposis/solicitation. The solicitation document and incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2022-06 and DFARS publication notice 20220623. The Regional Contracting Office, Marine Corps Recruit Depot, Parris Island, SC, intends to solicit and award a Firm-Fixed Price Indefinite Delivery Requirements contract to obtain professional perforated film wrap services for a one (1) Base Year and three (3) Option Years. Requirement and full specifications are defined in Sections B and C of the attached SF1449. The North American Industrial Classification System (NAICS) code for this requirement is 541850 with a size standard of $30.5 million. This solicitation is issued under a 100% small business set aside basis. All applicable FAR and DFARS provisions and clauses are contained in the attached SF1449. Any offerors responding to this announcement shall submit their quotes in accordance with the Instructions contained in Section L of the attached SF1449. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition and is included in Section M of the attached SF1449. This provision in Section M includes the Evaluation Criteria for award. In accordance with the Section L instructions, offerors shall include a completed copy of the provision at FAR 52.212-3 Alt. 1 (Offeror Representations and Certifications) with its quote and/or ensure it has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. The clauses at FAR 52.212-4 and 52.212-5 apply to this acquisition and are contained in Section I in the attached SF1449. All responsible Small Business sources may submit a response which, if timely received, will be considered by the agency. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12, FAR Subpart 13.5 and the additional instructions, conditions, and notices to offerors provided in the attached SF1449. Offerors responding to this announcement shall submit their quotations in accordance with all instructions contained in Section L of the attached SF1449. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, in accordance with the Section M Evaluation Factors for Award contained in the attached SF1449.
