This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Part 12 and FAR Subpart 13.5, as supplemented with additional information included in this notice and the attached SF1449. This announcement constitutes the only solicitation. Solicitation M00263-21-Q-1029 is issued as a Request for Quotation (RFQ); quotes are requested in response to this written snyposis/solicitation. The solicitation document and incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-06 and DFARS publication notice 20210709. The Regional Contracting Office, Marine Corps Recruit Depot, Parris Island, SC, intends to solicit and award a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract to obtain specific brand name Adobe Software (a copy of the brand name justification is attached) over a three (3) year ordering period. Requirement and full specifications are defined in Sections B and C of the attached SF1449. The North American Industrial Classification System (NAICS) code for this requirement is 511210 with a size standard of $41.5 million. This solicitation is issued under under full and open competition. All applicable FAR and DFARS provisions and clauses are contained in the attached SF1449. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12, FAR Subpart 13.5 and the additional instructions, conditions, and notices to offerors provided in the attached SF1449. Offerors responding to this announcement shall submit their quotations in accordance with all instructions contained in Section L of the attached SF1449. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, in accordance with the Section M Evaluation Factors for Award contained in the attached SF1449. Offeror shall provide a fully completed copy of FAR 52.212-3 with its quote or ensure it has completed the annual representations and certifications electronically in System for Award Management (SAM) accessed through https://www.sam.gov. Offerors are also required to be registered in the System for Award Management (SAM) and the Wide Area Work Flow (WAWF) database. Offerors must be registered in all systems prior to receiving an award for this solicitation, or for any future awards. DATE, TIME AND PLACE OFFERS ARE DUE: The offeror is responsible for ensuring that quotes are received in the Contracting Office no later than 07 September 2021 @ 11:00am ET. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” in accordance with FAR 52.212-1(f). Electronic submission of the written quote is required. Please submit quotes via email to the primary point of contact and copy the secondary point of contact listed below. The written submission must arrive by the stated deadline in order for a quote to be considered complete and eligible for evaluation. Failure of any portion of the quote to arrive by the stated deadline will result in rejection of the entire quote.
