THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number M0026320Q1025 is issued as a request for quote (RFQ) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 and DFARS Publication 20200605. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price contract for a 53’ Trailer. This solicitation is issued as a 100% Small Business Set-Aside. The North American Industrial Classification System (NAICS) code for this requirement is 336214 with a size standard of 1000. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF1449 M0026320Q1025 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum to the provision. The basis for award is Lowest Priced Technically Acceptable. Offerors shall include a completed copy of the provision at 52.212-3 Alternate I, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The contractor will need to provide a standard 53’ trailer with two foot-traffic entry and exit doors, one loading door and ramp for the branded HMMWV on the rear of the trailer and an escape hatch for a driver to exit the trailer after loading the HMMWV. The foot-traffic entrances should include stairs with hand rails that can be stored within the trailer. The interior of the trailer should be basically equipped for further branding and should include storage space for enhanced area canvassing support materials to include branded tents, collapsible tables, a pull up bar, three generators, inflatable drill instructors, banners, flags, and medallions, all of which are part of the current EAC set up for the District.
