THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number M0026320Q1003 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 2020-03 and DFARS Publication 20190531. The Regional Contracting Office, Marine Corps Recruit Depot-Parris Island, SC intends to solicit and award a Firm Fixed Price contract for a 20kW Diesel Generator to be installed on a 8th MCD trailer. This generator is replacing a Kohler 20EORDB diesel mobile generator. Pictures are attached to this solicitation of the installed Kohler generator to be replaced. This is 100% Small Business Set Aside solicitation under North American Industrial Classification System (NAICS) code 335312 with a size standard of 1250. The following physical, functional, and/or performance characteristics must be met by the quoted generator: 1. Minimum Power Output: 20,000 kW 2. Minimum Warranty: 2 yrs. or 1st 2000hrs 3. Fuel Type: Diesel 4. Maximum Dimensions: W-26 in x L 58 in x H 34 in 5. Output Voltage: 120VAC/240 VAC 60Hz or 50HZ 6. Max Weight: 1200 lbs. 7. EPA Tier-4 Emissions Standards final 8. Lead Time: After receipt of Order must not exceed 4 months Installation Location: The trailer is located at 8th MCD, 1513 Desert Storm Rd, Fort Worth Texas, 76127; the Contractor may install the generator on the trailer at this location. Alternatively, installation may occur at the Contractor facility so long as it is within 100 miles radius of 8th MCD, 1513 Desert Storm Rd, Fort Worth Texas, 76127; the Government will transport the trailer to and from the Contractor facility. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026320Q1003 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (i)Technical capability; (ii) Price; (iii) Past Performance. The Government will conduct a comparative assessment of quotations based on price and other non-price factors. The Government will first eliminate unacceptable quotations; for the remaining quotations, a comparative evaluation will be performed. The Government reserves the right to select a quote that provides a benefit to the government that exceeds the minimum, but is not required to do so. Additionally, the Government reserves the right to award to an offeror with other than the lowest price quote that provides the best benefit to the Government. The award will be made to the offeror’s whose quote is determined to have both a fair & reasonable price and to be the most advantageous to the Government. Offerors shall complete provision at 52.212-3 Alternate I, Offeror Representations and Certifications -- Commercial Items. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Interested offerors will be required to remove the existing generator and install the replacement generator to a Featherlite trailer. The Government is interested in all businesses within a 50 miles radius of Ft Worth, TX 76127. The generator may include a weather enclosure and/or possible sound enclosure. This Notice will also support this office’s determination to solicit unrestricted with Full and Open Competition, or Set Aside for Small Business.
