THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number M0026320Q1002 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 2020-01 and DFARS Publication 20190531. The Regional Contracting Office, Marine Corps Recruit Depot-Parris Island, SC intends to solicit and award a Firm Fixed Price Contract for Parking Services in support of four (4) parking spaces to be used by Recruiting Substation (RSS) Flushing using Full and Open competition. The North American Industrial Classification System (NAICS) code for this requirement 812930. The period of performance for the Parking Services to support Four (4) Parking Spaces assigned to RSS Flushing will start on or about 1 Jan 2020 and the option periods will be aligned with the base period: CLIN 0001 Base Period Starting on or about 1 Jan 2020. Unit of issue: Months. Qty: 12 CLIN 0002 Option Period I Starting on or about 1 Jan 2021. Unit of issue: Months. Qty: 12 CLIN 0003 Option Period II Starting on or about 1 Jan 2022. Unit of issue: Months. Qty: 12 The parking facility i) must be available and accessible at all times: 365 days/year-24 hours/day ii) must be monitored by security cameras iii) maybe indoor or outdoor but must have adequate lighting at all times iv) must be within .5 miles (walking distance) or less of RSS Flushing (36-40 Main St, Flushing, NY 11534). All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026320Q1002 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (i)Technical capability; (ii) Price; (iii) Past Performance. The Government will conduct a comparative assessment of quotations based on price and other non-price factors. The Government will first eliminate unacceptable quotations; for the remaining quotations, a comparative evaluation will be performed. The Government reserves the right to select a quote that provides a benefit to the government that exceeds the minimum, but is not required to do so. Additionally, the Government reserves the right to award to an offeror with other than the lowest price quote that provides the best benefit to the Government. The award will be made to the offeror’s whose quote is determined to have both a fair & reasonable price and to be the most advantageous to the Government. Offerors shall complete provision at 52.212-3 Alternate I, Offeror Representations and Certifications -- Commercial Items. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
