Conduct a study, which shall provide alternative approaches to recruit, retain, and streamline a highly capable, experienced workforce for a dynamic and complex Department of Defense acquisition program office delivering the most advanced hardware and software technology in unclassified and classified environments. Alternatives to be considered include, but are not limited to: Modifications to Federal Government human resource policy, such as hiring practices, telework, colocation, supervision, etc.; Changes to physical location, such as geographic location, use of facilities on a Government owned base versus commercial real estate; Facility development, refurbishment or leasing; and Alignment with stakeholders including U.S. Services and International customers.
