The Naval Air Systems Command intends to negotiate and award a sole source contract (base plus four options) with General Electric Aviation (GE), Lynn MA, for the procurement of a total of three-hundred nine (309) T408-GE-400 engines, spares and associated equipment and support for production Lots 6 through 10 for the CH-53K Program. The contract will include components, associated equipment, and support comprised of special tooling, support equipment, test equipment, training equipment/services, sustaining engineering, non-recurring and recurring engineering associated with engineering changes, publications, technical data, cost reduction initiatives, parts obsolescence, quality assurance, reliability and maintainability logistics support, engine tear down/inspection/re-build/repair, test and delivery, and administrative and financial data required to build and maintain the T408 engines. GE has been the designer and developer of engines for the H-53 legacy and CH-53K helicopters, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. GE has an established supplier base and manufacturing processes that are critical for the quality production and the timely delivery of the T408 engines. The authority permitting other than full and open competition is Title 10 USC 2304(c)(1), as implemented by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
