This is a pre-solicitation notice for FA446025R0002, which had a sources sought notice posted on SAM.gov on 11 Oct 2024 under, “Little Rock AFB Airfield Pavements/Civil Works IDIQ” (Notice ID: LRAFB_Airfield_Civil_IDIQ_Sources_Sought) and a second sources sought posted on SAM.gov on 10 Dec 2024 under “Little Rock AFB Base Pavements IDIQ” (Notice ID: LRAFB_Base_Pavements_IDIQ_Sources_Sought). The 19th Contracting Squadron is seeking responsible contractors interested in providing Base Pavements support to Little Rock AFB, AR. In accordance with FAR Subpart 6.203, it is the Contracting Officer’s determination that this acquisition will be solicited as a 100% Small Business set aside. The applicable North American Industry Classification System (NAICS) Code is 237310. The magnitude of construction is $25,000,000.00. The contractor shall provide all design, plant, labor, materials, and equipment necessary to fully meet all requirements of the construction specifications, construction drawings, and all other contract documents. The principal features of the work for BASE PAVEMENTS shall consist of but are not limited to the following: 1. Temporary and permanent airfield markings. 2. Install erosion control measures. 3. Seal joints. 4. Spall repair. 5. Bitumen rejuvenation. 6. Random crack repair. 7. Rubber Removal 8. Friction Testing 9. Remove and disposal of concrete pavements. 10. Remove, crush, and stockpile concrete pavements. 11. Asphalt cold milling and disposal of milled material. 12. Asphalt cold milling and stockpile milled material 13. Placing, grading, and compacting government provided crushed concrete and asphalt millings. 14. Construction of new concrete pavements. 15. Groove the runway surface. 16. Install new tie-downs in new or existing pavement. 17. Placing hot mix asphalt. 18. Install subdrains. 19. Grading airfield areas to meet airfield criteria 20. Hydroseed and or sod disturbed areas. 21. Providing temporary airfield lighting during construction. 22. All concrete repairs require Class F Fly ash in mix design. 23. Geographic Information Survey (GIS) and As-Built Drawings 24. Storm Water Pollution Prevention Plan (SWPPP) Implementation to Little Rock AFB and Arkansas Department of Environmental Quality (ADEQ) Standards 25. Demolition of Concrete, Asphalt and Various Structures 26. Concrete Work 27. Architectural Barriers Act (ABA) and the Americans with Disabilities Act (ADA) Ramps, Handrails, and Site Work 28. Site Work: Excavation to Grade, Grading, Compacting, Various Materials, Clearing & Grubbing, Selective Tree Cutting, and Demolition. 29. Landscape Establishment: Topsoil, Trees, Sodding, Seeding. 30. Concrete Joint Sealant 31. Asphalt Maintenance: Crack Sealant, Rejuvenation, Slurry Seal 32. Bollard Installation- Various Types Including Lighted 33. Valve, Meter, Hydrants Adjustments 34. Arkansas Highway and Transportation Department (AHTD) Standards Roadway Construction 35. Asphalt Construction 36. Asphalt Cold Milling 37. Roadway Maintenance of Traffic and Traffic Control Devices 38. LRAFB, AHTD, and Federal Highway Administration (FHWA) Pavement Markings and Signage 39. Culvert Installation, Modifications, and Safety End Sections 40. Drop Inlet, Curb Inlet, Junction Box Repair, Adjustments, Installation and Modifications 41. Underdrain Installation 42. Concrete Steps and Sidewalks 43. Traffic Detection Loop Installation and Repair 44. All exterior concrete repairs require Class F Fly ash in mix design. The above is a general outline of the principal features that shall be required with the contract. The upcoming solicitation will be a Request for Proposal (RFP). This is a competitive best value source selection in which competing offerors technical and past performance history will be evaluated on a basis significantly more important than cost or price considerations. The Government reserves the right to award a contract to other than the offeror with the lowest priced offer. The acquisition will result in the award of one (1) Firm Fixed-Priced Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract. Work will be accomplished under task orders issued against the resulting IDIQ on an as-needed basis. The base period will be for twenty-four (24) months and each of the four (4) following options periods will be for twelve (12) months. An option period may be exercised when the preceding performance period expires or when the maximum quantity for the base period or preceding option period has been exhausted or nearly exhausted. The Government does not guarantee that any option period will be exercised. The contract rates for the base period shall begin on the date of the contract award and shall continue for the duration of the performance period or until the upcoming option period is exercised. The contractor shall maintain an office on Little Rock AFB or within 20 miles of Little Rock AFB in order to receive work requests and other related requirements to accomplish each task order. The NAICS for this acquisition is 237310 with a size standard of $45,000,000.00. The solicitation is expected to be issued on/about 30 Jul 2025. The Government reserves the right not to award a project at the time of award of any award potential contract. There will be no paper copies of the solicitation distributed. All solicitation information will be obtained through the https://www.sam.gov website. Past Performance information will be required to be submitted by the date specified in the solicitation. Pre-proposal conference/site visit information will be provided in the solicitation. No response to this notice is necessary. This notice does not obligate the Government to award a contract, and it does not obligate the Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit any requested information and/or proposal. Any questions, Requests for Information (RFIs), etc. relating to the upcoming solicitation must be submitted in writing to the individuals designated in the solicitation. Telephone request for packages, questions, RFIs, etc. WILL NOT be accepted. In order to receive an award from any resultant solicitation, should one be issued, an offeror is required to be registered in the System for Award Management (SAM) when submitting a proposal.
