The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA, intends to award a Firm-Fixed-Price (FFP) Blanket Order Agreement (BOA) order to Rhinestahl CTS, to provide LM2500 and LM2500 + Special Support Equipment (SSE). The proposed contract is for one (1) Fixture – Support HPTR, P/N 1C8072G01; one (1) Rail Set, Horizontal Maintenance, P/N 1C8023G03 and one (1) Instl/Rem TL-VSV HAN BRG P/N 1C7126G02. The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1. Interested parties, however; may identify their interest and capability by responding to the requirement. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classifications System (NAICS) Code for this procurement is 333611 with a size standard of 1500. The Product Service Code (PSC) for this effort is 2835 – Gas Turbines and Jet Engines; Non-Aircraft Prime Mover, Aircraft Non-Prime Mover, and Components. NSWCPD intends to request on a sole-source basis Commercially-Off-The-Shelf (COTS) parts from Rhinestahl CTS for LM2500 and LM2500+ special support equipment (SSE) to support engines on the waterfront. These materials requested are to be fulfilled by Rhinestahl on the basis that Rhinestahl is the only source with the complete technical data package, including engine design drawings essential to produce the LM2500+ engine SSE. The items being purchased are as follows: FIXTURE - SUPPORT HPTR, PN 1C8072G01, qty. 1 RAIL SET, HORIZONTAL MAINTENANCE, PN 1C8023G03, qty. 1 INSTL/REM TL-VSV HAN BRG, PN 1C7126G02, qty. 1 This posting is intended as a market research tool being used to determine potential firms capable of providing the supplies described herein prior to determining the method of acquisition.
