The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis for the issuance of a delivery order with Quality Performance Incorporated (QPI) to procure changes to the Moriah High End Display and Low End Display software baseline, and the associated testing and analysis. The Government intends to procure the above services under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. QPI is the original designer, developer and sole manufacturer of the Moriah System. It was determined by NAVAIR team leads and lead engineers that since QPI owns and maintains the drawings, they are the only source with the knowledge, experience, and technical expertise to make the required changes to the program software baseline. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the government.
