In accordance with FAR 5.201, the Government intends to add the services described below onto the Government's existing sole source RTX Umbrella Contract SPRBL1-25-D-0006. The Government's market research suggests that Raytheon is the sole approved source capable of providing these services. Awardee: RAYTHEON COMPANY CAGE Code: 05716 350 LOWELL ST ANDOVER, MA, 01810-4400 This synopsis details the intent of the Government to release a sole-source solicitation for Technical Assistance (TA) necessary to support the PATRIOT Weapon System Program activities in Kuwait. The requirement is for TA includes planning, training, maintenance and sustainment support of the Kuwait PATRIOT Weapon Systems, associated PATRIOT equipment, and PATRIOT logistics support elements. The US government does not own the technical data package for this action. The proposed performance period for this action is two (2) years, from 1 June 2026 – 31 May 2028. This is not a Request for Proposal. This notice is provided for planning purposes and is not to be construed as a commitment by the U.S. Government.

This Request for Information (RFI) is being issued to accomplish market research and support planning for the requirements listed below. This Technical Assistance (TA) effort is for the Government of Kuwait (GOK) under Foreign Military Sales (FMS) and includes planning, training, maintenance and sustainment support of the Kuwait Phased Array Tracking Radar to Intercept on Target (PATRIOT) Weapon Systems, associated PATRIOT equipment, and PATRIOT logistics support elements. Additionally, the contractor shall staff the Overseas Continental United States (OCONUS) location in Kuwait with personnel in the classification, quantity and duration as required by this effort.
