AMENDMENT 3 TO RFQ, DATED 11/1/2022, DFAS-ROME NY CARPET CLEANING This amendment is being issued for two reasons: 1) To extend the closing date/time of the RFQ to Thursday, November 10, 2022 at 12:00 p.m. Eastern time. 2) To add Attachment 2 REQUIRED Minimum Technical Requirement form, to the RFQ. THIS IS A REQUIRED FORM AND YOU MUST COMPLETE, SIGN, AND RETURN IT WITH YOUR QUOTE TO RECEIVE CONSIDERATION. There are no other changes to the RFQ. END =========================================================== AMENDMENT 2 TO RFQ, DATED 10/26/2022 DFAS-ROME, NY CARPET CLEANING This amendment to the RFQ is being issued for two reasons: 1) To extend the closing date and time of this combined synopsis/solicitation. 2) To provide questions asked during the optional site visit and answers to those questions. ================================ 1) CHANGE TO CLOSING DATE AND TIME: The closing date and time for this combined synopsis/solicitation is being changed to 12:00 p.m. Eastern time on Friday, November 4, 2022. ================================ 2) QUESTIONS/ANSWERS FROM SITE VISIT: Questions asked during the 10/25/2022 optional site visit at DFAS-Rome, NY are answered here: Question/Answer 1: Question: What are the working hours? What time can work start? Answer: Work will be completed after normal working hours. Work can start no earlier than 4:30 p.m. Eastern time. Work will need to be completed and the site must be secured by 11:00 p.m. Eastern. Any work after 11:00 p.m. Eastern will require prior approval from the DFAS COR. Work is expected to be completed Monday through Friday. Weekend access is very limited and requires prior approval from the DFAS COR and DFAS Security. The DFAS COR and DFAS Security coordinates after-hours access with AFRL Security. 24-hour notice is required for ARFL notification. Question/Answer 2: Question: How does access to the building work? Answer: After the contract is awarded the awardee will submit security clearance paperwork to be granted building access. After the awardee receives security clearance, building access badges will be issued. Awardee and employees will also be required to receive a security briefing. Question/Answer 3: Question: How many square feet? Answer: This information is contained in the RFQ document. Please refer to it. Question/Answer 4: Question: Is current cleaning being done portable or by truck-mounted cleaner? Answer: Cleaning has consistently been done with a truck-mounted steam cleaner. Question/Answer 5: Question: How many times will main aisle ways and how many times will all areas be cleaned yearly? Answer: All areas of carpeting will be cleaned 2x a year and all main aisle ways and high-traffic areas will be cleaned 4x a year. Please refer to the RFQ document/Performance Work Statement and the floor plan for cleaning frequency information. Question/Answer 6: Question: Can the Whitaker Dry Chem system be used or is steam cleaning required? Answer: Steam cleaning is the only accepted method for the site. Question/Answer 7: Question: How many deep sinks are available for water connection? Answer: There are deep sinks (hose connections) located in each main area of where carpet cleaning is required. In total there are 9 deep sinks in the building. Question/Answer 8: Question: Is there a janitor closet in Travel? Answer: There is not a janitor closet in Travel, but there is one in New Travel which adjoins the Travel area. END _________________________________________________________________________________________________________ AMENDMENT 1 TO RFQ, DATED 10/19/2022 This amendment is being issued for two reasons: 1) It provides a question and answer about acceptable cleaning methods for this requirement, and, 2) It provides information about an optional site visit. ============================================== QUESTION AND ANSWER: 1) Question: The current RFQ specifies rotary machine cleaning with extraction, commonly referred to as steam cleaning. Would another cleaning method, for example the Whittaker Dry Encapsulation System, be acceptable? Answer: The client will only accept the steam cleaning method mentioned in the RFQ document. No other cleaning method is acceptable. ============================================== 2) OPTIONAL SITE VISIT: SITE VISIT: An optional site visit has been scheduled on Tuesday, October 25, 2022 at 1:00 p.m. Eastern time. REGISTRATION: Vendors who wish to attend the site visit must register not later than 12:00 p.m. Eastern on Friday, October 21, 2022. Attendees will report to the following address for the site visit: DFAS-Rome, NY, 325 Brooks Road, West 11 Entrance, Rome, NY 13441. TRAVEL and COSTS: Quoters are responsible for their own transportation and for all travel costs to the site visit location. END ===================================== ORIGINAL RFQ INFORMATION: The Defense Finance and Accounting Service (DFAS), Rome, New York has a requirement for Carpet Cleaning. This is an unrestricted requirement. Details are provided in the attached RFQ document. Quotes are due at 12:00 p.m. Eastern time on November 1, 2022. Complete and return Attachment 1 with your quote. Enclosure 1 shows the floor plan of the area(s) to be cleaned. END
