SCOPE:... DFAS intends to award a Sole Source firm fixed price purchase order to Trane for ReNewal of chillers 1,2,3,5. STATEMENT OF WORK Air Cooled Rotary Liquid Chillers Re-Newal. Dated: 10/16/2018 •1. SCOPE: This renewal program is intended to addresses the following major components: Gaskets and seals - Both internal and external elastomer seals give up elasticity and harden with time. The rate of deterioration depends on length of service, temperature, and operating conditions. Gasket and seal wear ultimately results in chiller efficiency loss, refrigerant loss and loss of lubrication capability. Bearings - Individual unit operating conditions and certain site conditions can influence bearing permanence. These factors can result in bearing damage and compressor failure. Compressor Motors - Over time compressor motors can develop flaws in the rotor and stator assemblies. These flaws, if left uncorrected, can result in compressor motor failure. •2. Period of Performance: The period of performance will be approximately sixty (60) days with the start date being the date of the contract award. Anticipate start date of work is O/A 1 March 2019 - 30 April 2019. Work must be completed and final invoiced by September 30, 2019 •3. Quality Assurance. DFAS Contracting Officer Representative, COR, will evaluate the contractor's performance under this contract. Performance will be monitored while Contractor personnel are on site. A mandatory site visit is required to submit cost proposal for consideration. Site visit POC is James Seamans, 315-709-6063 •5. DESCRIPTION OF WORK: The contractor shall provide services on all equipment as identified in exhibit A. All equipment is located at DFAS Rome, 325 Brooks Road, Griffiss Business & Technology Park, Rome, New York 13441-5000. Scope of Work is for renewal work only. Total replacement of equipment is not requested as that amount of work is cost prohibitive. All replacement components must be compatible with existing Trane equipment and existing DDC Controls. 5. TRANE Air Cooled Rotary Liquid Chillers. Provide preventative maintenance inspection and renewal for TraneTM air-cooled chillers. All field work shall be provided using new or renewed Trane components as indicated in the compressor schedule. Each renewed or replacement compressor shall have a new compressor nameplate and OEM warranty. Any required Crane and or rigging shall be provided by the contractor. Refrigeration Circuit Disassembly a. If the chiller is operational, operating log readings including chiller oil heater amp draw shall be recorded for each circuit that is to be renewed or have a replacement compressor. a. The chiller shall be shut-down using lock out and tag out procedure. c. Compressors to be renewed or replaced shall be isolated using their isolation valves. Their refrigerant shall be removed utilizing approved refrigerant recovery equipment. Refrigerant vapor and liquid recovery shall conform to USEPA regulations and refrigerant shall be stored in approved containers. Once refrigerant is removed, vacuum shall be broken to "O" P.S.I.G. using dry nitrogen. d. Refrigerant and oil samples for each circuit to be renewed shall be taken and submitted to a Trane approved laboratory for testing. e. Compressor oil sump(s) shall be drained and oil charge shall be disposed of in accordance with regulations. f. Compressor(s) shall be removed and returned or disposed in accordance with OEM procedures. Compressor Renewal Circuits indicated for compressor renewal shall have new OEM renewed compressors installed as replacements with the following inspections and upgrades. These shall be performed at the factory OEM renewal manufacturing location per the OEM compressor renewal specifications. a. The capacity control slide valve assembly including load, unload, and solenoid valves shall be renewed to manufacturer's specifications. b. Compressor gaskets, seals and O-rings shall be replaced with the manufacturer's current specification materials. c. The compressor rotors and housing shall be inspected for damage or wear and shall be repaired or replaced as required. d. The compressor rotating assembly shall be renewed. All bearings shall be replaced with new bearings, which must be manufactured by the original equipment manufacturer. The material in the load, thrust surfaces and all dimensions must be as specified by Trane. e. Motor stator winding bracing shall be inspected and if damage is detected, the motor shall be either resealed using epoxy varnish, suitable for hermetic use or if not repairable, new stator windings and bracing shall be installed. f. The motor rotor shall be inspected for rotor bar damage and shall be repaired or replaced as required. Motor terminal studs a. Terminal studs shall be inspected and refurbished or replaced as needed. b. Motor terminal studs shall be re-installed using OEM current specification terminal "O" rings. •c. A new original manufacturer's compressor nameplate reflecting revised materials shall be provided with each renewed compressor. Compressor Replacement Circuits indicated for compressor replacement shall have new OEM remanufactured compressor(s) installed as a replacement(s). Refrigerant Circuit Re-assembly a. Renewed and replaced compressors shall be re-installed using all new O-rings. b. Unit shall be recharged using original refrigerant charge. If original charge is determined to be insufficient, manufacturer shall get approval for the cost of the additional refrigerant before adding refrigerant. A new refrigerant filter shall be installed. c. A new oil charge and filter shall be installed. •d. The chiller pressure relief valves and safety high pressure switches shall be replaced with new OEM parts. Condenser Fan Replacement a. Replace all condenser fans, new OEM fan motors, OEM fan blades and OEM motor mounting brackets shall be installed. Control Panel and Starter •1. Starter Contactors will be replaced, and the following components shall be checked. If replacements are needed, manufacturer shall get approval for additional charges before replacing components. •a. Chiller temperature controls •b. Pressure transducers •c. Control relays •d. Water flow switches, safeties and interlocks •2. Before start-up the chiller starter shall be checked and dry run. If failed or worn components are discovered, manufacturer shall get approval for the cost before proceeding with that repair. Start-Up Chiller shall be started and logged per manufacturer's recommended operation. Chiller and system operation shall be checked and reported to the owner. Manufacturer's Warranty All components other than the compressor(s) provided with the renewal shall be covered by the OEM manufacturer's one-year parts warranty. The compressor(s) shall be covered as below. Renewed Compressor Warranty, Two-year manufacturer's parts and labor warranty on the renewal compressor(s). Replaced Compressor Warranty, One-year manufacturer's parts warranty on replaced compressor(s). 6. Specific Tasks: a. Superintendence by Contractor. The contractor shall at all times provide adequate supervision of his employees to ensure complete and satisfactory performance of all work in accordance with the terms of the contract. The contract manager, or alternate representative, will be on the site and available at all times when the work of the contract is being carried out to receive instructions from the contracting officer or his representative. The contractor shall provide additional telephone and cell numbers where the contract manager and alternate can be reached during other than normal duty hours should the contracting officer deem it necessary. b. Billing. Invoices will be submitted thru the Wide Area Work Flow system.
