THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation, but market research to determine potential sources for professional Teleradiology Services via connecting to the Air Force Information Networks (referred to hereafter as AFIN) to provide image interpretation and reports by board certified radiologists for the 81st Medical Group (81 MDG), Medical Treatment Center (MTF), Keesler AFB, MS, in accordance with the draft Performance Work Statement (PWS) dated 7 March 2019. This notice does not constitute a promise to issue a solicitation in the future. Further, we are not at this time seeking proposals; therefore, DO NOT request a copy of a solicitation or submit a proposal as a result of this notice. Responders are advised the Government will not pay for any information or administrative costs incurred in response to this sources sought and that all submissions become Government property and will not be returned. All costs associated with responding to this sources sought will be solely at the responding party's expense. Not responding to this sources sought does not preclude participation in any future solicitation, should one be issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No basis for claim against the Government shall arise from a response to the notice. It is the responsibility of the interested parties to monitor the FedBizOpps website for additional information pertaining to this sources sought. It is anticipated the performance period for this requirement will be one (1) base period of 12 months and four (4) 12-month option periods. A firm-fixed price contract is contemplated. The applicable NAICS Code is 621512 (Diagnostic Imaging Centers) with a size standard of $15.0M. RESPONSE INFORMATION: Responses to this Sources Sought Notice must be received no later than 3:00 PM CST, on Wednesday, 20 March 2019. It is the responsibility of the respondent to ensure their email has been received by contacting either the Contract Specialist, Eric Dismuke, at 228-377-1820 or Contracting Officer, Kimberley Alvarez, at 228-377-1837 or via email PRIOR to the deadline. Responses and/or inquiries WILL NOT be accepted past the deadline. Interested parties should include their company name, address, and phone number, point of contact, CAGE code, company size status and whether or not they are a U.S. or foreign-owned firm. In accordance with the PWS dated 7 March 2019, all interested parties must provide a response containing a written statement, confirming they can comply with the government needs, as specified in the PWS and as listed below. All respondees to this Sources Sought Notice understand, by submitting this written statement, they are certifying they can meet ALL criteria. The written statement must also address the following items: - The ability to provide non-personal professional Diagnostic Radiologist via teleradiology, connecting to the U.S. Air Force Information Network (AFIN) to provide image interpretation, consulting and technical assistance services for the following studies: Basic Film, Computed Tomography (CT), Magnetic Resonance Imaging (MRI), Ultrasound Studies, and Nuclear Medicine. - Contractor must submit evidence of RMF compliance at the time of submission of proposal and maintain such accreditation throughout the course of contract execution. - Prior to beginning to provide any services under this agreement, Contractor shall obtain all applicable government required authorizations to have a Virtual Private Network (VPN)/Business-to-Business connection (B2B) to the Air Force Computer Network System. This shall include an Authorization to Operate (ATO) and an Authorization to Connect (ATC). The contractor shall provide a valid ATC within three days of contract award. - The contractor must CURRENTLY be authorized to connect to the Air Force network and have computer hardware that is capable of receiving Digital Imaging and Communications in Medicine (DICOM) compliant diagnostic imaging studies from the MTF and to return a final interpretation report that will automatically upload into the Department of Defense Composite Healthcare System (CHCS) and patient's Electronic Medical Record (EMR). - The contract provider must maintain a valid unrestricted Mississippi medical license to practice Diagnostic Radiology. - The contractor must be able to provide on-call services seven (7) days a week, twenty-four (24) hours per day, Monday through Sunday, including federal holidays on an "as-required" basis during the period of the contract. - Placement of Contractor Personnel. The Contractor shall provide sufficient number of employees to meet all contract requirements by the commencement date. The Contractor shall recruit and place credentialed contractor personnel in a timely manner. The contractor shall submit complete and accurate credentialing documentation to the Credential Office within 14 calendar days after award of contract for initial contractor personnel for all personnel providing services under this contract.
