SUBJECT: NOTICE OF INTENT TO AWARD A CONTRACT USING OTHER THAN FULL AND OPEN COMPETITION. THIS IS FOR INFORMATION PURPOSES ONLY. Joint Base Andrews, MD utilizes a centrally located Monaco D-21 Fire Alarm Reporting System which operates on proprietary codes developed by Monaco Enterprises. Per Unified Facilities Criteria 3-600-01, Fire Protection Engineering, and NFPA requirements, Transmitters and accessories must be listed or approved for use with the existing base reporting system. The transmitters must fully integrate the facility’s fire protection, detection and mass notification system devices seamlessly with the Monaco D-21 Fire Alarm Reporting System to afford the full capability for point-to-point reporting and mass notification initiation from within the Central Emergency Communications Center (ECC), commonly referred to as the E911 Center. The purpose of this Sources Sought notice is to determine the interest and capability of firms who believe they can provide transmitters/transceivers, which are compatible with the Monaco D-21 System and provide point-to-point reporting and mass notification initiation functionality. To that end, the Government invites these firms to submit documentation which supports the compatibility of other manufacturer's transmitters/transceivers with the Monaco D-21 System. Please provide the make, model number and any other pertinent information in sufficient detail for the Government to determine compatibility. In addition, include your companies name, address, point of contact and their e-mail address. All responses must be received by 2:00 PM EST on 20 April 2021 in order to be considered by the Government. A determination by the Government not to compete these sole source items based upon responses to this notice is solely within the discretion of the Government. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent.
