NAVFAC EURAFCENT plans to extend the Mini Multiple Award Construction Contract (Mini MACC) ordering period by 12 months, from September 2, 2026, through September 1, 2027, as a bridge action. The extension does not increase the original $95 million contract ceiling and will use approximately $44 million in remaining contract capacity. Incumbent contractors include Liberal Construction, LLC; Consorzio Continental Socconsortile A R; RocKs GMBH; Kooheji Contractors; Macro Vantage; and Levant DMCC. The action is justified by unusual and compelling urgency to avoid a lapse in critical construction services at NSA Bahrain, the forward headquarters of the U.S. Fifth Fleet. The follow-on competitive MACC procurement has been delayed by unforeseen events and key personnel reassignment, and awarding a new contract vehicle now would cause several months of mission-critical delay due to security, legal, and logistical requirements in Bahrain.
