This Sources Sought/Request for Information (RFI) is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO). The purpose of this Sources Sought /RFI is to help the US Government understand the industry best practices and technical solutions capable of providing the full range of requirements described in this Sources Sought/ RFI. The US Government will use this market research information to assess the market's capability to successfully meet the US Government requirements. The USSOCOM, TAKO intends to procure services for five additional installations of aircraft modifications for the removal of previous Aircraft Survivability Equipment (ASE) A-kits, modification of the existing aircraft electrical system and aircraft structure, and installation of new ASE A-kits to support a Joint Urgent Operational Needs (JUONs) requirement. The Government anticipates contracting on a sole source basis with following intended source for this procurement Summit Aviation 4200 Summit Bridge Road Middletown, DE 19709 CAGE Code: 6u666. The intended award will result in a Cost Plus Fixed Fee (CPFF) Contract modification. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals however, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement All interested, capable, and responsible sources that would like to respond to this synopsis are encouraged to provide a statement of interest along with supporting substantiation input to Mr. Andrew L. Davis, Contract Specialist, via email at Andrew.l.davis2.civ@mail.mil no later than 3:00 pm Eastern Time on 11 March 2019. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested sources are encouraged to contact the Government contract specialist to obtain additional program details prior to submitting a capabilities statement.
