Sentinel Program Infrastructure Partnering Program
The U.S. Army Corps of Engineers seeks a collaborative partner to develop and implement a comprehensive partnering program for the Sentinel Program Infrastructure, engaging stakeholders at all execution levels. The scope includes establishing partnering frameworks, governance-aligned engagement strategies, communication protocols, stakeholder mapping, active facilitation of workshops, and producing operational directives such as a Partnering Charter and risk register. Interested firms must respond to a capabilities questionnaire covering topics like integrating with rigid defense acquisition hierarchies, managing conflicting commercial interests, and rapidly deploying facilitators. Performance will occur across the Sentinel infrastructure footprint, including Vandenberg SFB, Hill AFB, Minot AFB, Malmstrom AFB, and F.E. Warren AFB, with deployment on an as-needed basis with minimal notice. The government anticipates using an Other Transaction (OT) Agreement or FAR-based contract, and this sources sought is for planning and market intelligence only.
