This project is to remove and install new A/C system, ventilation system and roofing system building 104 (Switchgear and Generator Rooms), Buckner Communication Site, Okinawa, Japan. Design and construction shall comply with the specifications and requirements contained in this Request for Proposal (RFP). The design and technical criteria contained and cited in this FAR establishes the minimum standards for design and construction quality. Replace all existing deteriorated HVAC system. There are concerns that leaks could cause serious damage to the facilitys equipment. The purpose of this work is to stop the leakage and ensure the safety of facility equipment. The existing building and roof contains asbestos and lead (TCLP) material that must be safely removed. All design and construction activities shall strictly comply with the specifications and requirements set forth in this RFP, which establish the minimum design and technical quality.Notice to Offeror(s)/Supplier(s): Funds are not presently available for this contract. No award will be made under this solicitation until funds are available. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
